The EASTMINCIDU detectives led by PCINSP Francis Sonza arrested a member of Minerva Company involved in P200 million “Ponzi Scam” identified as REYNALDO LU in the evening of May 9,2014 at Km. 71, Brgy Sinawilan, Municipality of Matanao, Davao del Sur.

The Regional Chief of EMCIDU PSSUPT Joel Pernito, in his report to the CIDG Director, PDIR Benjamin Magalong  that the operation was an off-shoot of month long surveillance operation undertaken by the said detectives  in closed coordination with PRO 3 operatives who earlier arrested the group’s leader in Bulacan sometime in January of this year.

Magalong revealed that the arrested member of the syndicate has been elusive from the police authorities for several months and he sought refuge in Davao del Sur area to avoid police detection.

Magalong added that the operation emanated from the complaint of Mr Khamal Panambulan (victim/complainant), a businessman from Greenhills, where he claimed that he has invested P50 million last 2012 to the said company.

He further stated that Minerva Co. started almost the same time as Aman Futures Group Philippines who had the same “modus operandi” which was to promise their investors for unbelievable yield per month by investing in their company that claimed business operations globally and with foreign depositors.

The same detectives, in their follow up operation, have further served another warrant of arrest against Reynaldo Lu for his involvement in a Carnapping case. The operating team recovered motor vehicle Toyota Fortuner 4x4 SUV with plate no. UIY 967 after it was voluntary surrendered by the buyer who unknowingly bought the carnapped vehicle.

The CIDG Director further advised the public to be more vigilant in dealing with the so called “double your money scheme” who cloaked in anonymity by using foreign and prominent persons as investors to lure innocent victims.

Just yesterday, the Mountain Province NCLCIDU detectives with the MPPPSC and Bontoc MPS  busted one of the lairs of illegal gamblers in Cherwai Building, Poblacion Bontoc, Mt. Province wherein the CIDG detectives confiscated Php 23,168.00 bet money, and other gambling paraphernalia.

The group also arrested 16 persons.That same day, the detectives of Nueva Vizcaya NCLCIDU, supported by Bambang MPS and PPSC conducted operation against illegal gambling in  Dalimag Street, Calaon, Bambang, Nueva Vizcaya that resulted in the confiscation of Php 2,723.00 bet money and gambling paraphernalia.

The law enforcers apprehended ERNING CARIAGA Y TELAN, XANDER INIEGO Y APAN AND REYNA LYNN AUSTRIA.All the arrested individuals are presently under the custody of the operating teams. While cases for violation of PD 1602 as amended by RA 9287 is being prepared for filing.

The detectives of CIDG have ceaselessly adhered to their mandated task to hunt most wanted persons hiding all over the country.

The CIDU detectives arrested yesterday evening a certain PO1 WARDEN  LEGAWAN Y KUSAIN, one of the suspects in the gruesome Maguindanao massacre. The arrest was by virtue of a warrant of arrest issued by Judge Jocelyn Solis-Reyes, Regional Trial Court Branch 221 Of Quezon City for Murder (56  counts).

Based on the report submitted by PSSUPT Albert Ignatius Ferro, CIDU Chief, to PDIR Benjamin B. Magalong, CIDG Director, Legawan was apprehended at the vicinity of Bicutan exit near Landbank, Gen. Santos Avenue, Bicutan, Taguig City.

Magalong further stated the subject had another warrant of arrest for Malversation of Government Property issued by Judge Bansawan Z. Ibrahim, Al Haj of RTC Branch 13, Cotabato City.

In addition, Legawan, with a head prize of Php 250,000, is the 115th suspect arrested, following the capture of a former PNP officer also involved in the massacre.  All in all, there are 195 suspects initially charged in court for said crime.

Legawan was cooperative at the time of his arrest.  He further expressed his desire and willingness to be a state witness if the prosecution will allow.  The suspect is currently being processed for court presentation and thereafter commitment to jail.

A certain SANDY MALACA y RUPAN also known as Kumander JAMAY/ANGEL of Komite-2, Larangan Girelya 77, Komite Probinsiya- Camarines Sur was nabbed by the detectives of NCRCIDU led by PCI Renante Galang together with the elements of Local Police of Camarines Sur and some members of the Philippine Army, yesterday afternoon.

In a report submitted by NCRCIDU Regional Chief PSSUPT Roberto Fajardo to PDIR Benjamin B. Magalong Director of CIDG, a warrant of arrest for the crime of murder was issued by Judge Noel Paulite of RTC, 5th Judicial Region, San Jose Camarines Sur and was served against the suspect in his residence at JP Rizal St. Centennial 2, Nagpayong, Barangay Pinagbuhatan, Pasig City.
Fajardo added that MALACA is responsible in the killing of two members of Philippine Army onFebruary 9, 2007 in Barangay Inuyonan, Bula, Camarines Sur.

The subject of warrant has been turned-over to the court of origin.
This significant accomplishment is in accordance with the CPNP’s Transformation Program

Deniece Cornejo y Vargas has voluntarily surrendered to the CPNP  today (May 5, 2014) at 4:15 in the afternoon. It was facilitated by PNP HRAO Chief, PCSUPT Prudencio Tom T. Bañas, who received surrender feelers from Miss Cornejo.  A warrant of arrest was issued by Judge Paz Esperanza M. Cortes of Taguig RTC Branch 271 on April 21, 2014 against Cornejo and 4 others for  Serious Illegal Detention.

Cornejo  is accused in the mauling incident against Vhong Navarro, TV Host of a noontime show, in an upscale condominium unit in Taguig City on January 22, 2014.   Navarro, on the other hand, filed several cases against the suspect and her cohorts where the trial court charged them with Grave Coercion and Serious Illegal Detention in which the latter is considered a non-bailable offense.

The WCPU Team of CIDG led by PSUPT Emma Trinidad and PINSP Helen dela Cruz will follow the procedure of documentation like booking, fingerprinting and taking  mugshots of the suspect.  Thereafter, warrant will be returned to the court of origin. As of this moment, the accused is under the custody of CIDG. xxx

COTABATO CITY - Police arrested a jailbird who escaped from the Maguindanao Provincial Jail almost two years ago.

Members of the Task Force Talakudong,the 7th Infantry Battalion, Criminal Investigation and Detection Group-12, CIDG-Autonomous Region in Muslim Mindanao joined forces to arrest Datukan Samad alias Kumander Lastikman past 7 p.m. Wednesday.

Samad, who is wanted in Central Mindanao for MURDER and Illegal Possession of Firearms,was arrested inside a Resto bar in Tacurong City, said Maguindanao Police Director Senior Supt. Rodelio Jocson.

Samad,who was able to escape by sawing off the bars of his cell, is now under the custody of CIDG-ARMM.

Aside from Samad, Maguindanao police also confirmed the arrest of Tahir Abubakar, said to be a member of the terror group Al Khobar, in Buluan town the other day, as well as Police Inspector Saudi Mukamad Maliban, wanted for his involvement in the Maguindanao massacre, at the boundary of Matanog in Maguindanao and Kapatagan, Lanao del Sur.

Intensified implantation of CIDG flagship projects “Oplan Salikop”  (Organized Crime Groups)   and Paglalansag Omega (loose firearms) by the Criminal Investigation and Detection Group (CIDG) has resulted in the arrest of a criminal gang leader, seizure of firearms, machines and tools used in the manufacturing different calibers  of firearms in Davao Del Sur, the other day, CIDG Director Bejamin B Magalong said.

Detectives from Region 11-based CIDU, with the assistance of PNP Maritime Group and DSPPO elements personally led by PSSupt Joel Pernito yesterday afternoon, April 22, 2014, served two (2) search warrants   at Sitio Kiawit, Barangay Zone 2 and Sitio Goma, Sta Cruz, both in  Davao Del Sur that resulted in the seizure of ten (10) pcs of 38 caliber revolvers, 3 airguns, 1 marble rifle, assorted ammunition, machines and tools used in the illegal manufacture different calibers of firearms. When checked with FED, Miano was not included in the list of those given licenses nor permit to operate such manufacturing of guns.

Pernito said that the subject of the search warrants,   Walter MIANO Sr was arrested.  He did not resist when served the warrants. Pernito identified MIANO as the gang leader of the “LOLOY MIANO GROUP” .

The aggressiveness of the CIDG Team headed by PCSUPT Benjamin B. Magalong, Acting Director, CIDG in the campaign against Most Wanted Persons have become indefatigable that 5 criminals in the top 10 MWP (Municipal Level ) list were captured for merely one week in a simultaneous operation conducted by the CIDG and with the help of other PNP members.

One of the notable accomplishments was the arrest of one RUDY BERCASIO Y DELA CRUZ Number 9 MWP for Frustrated Murder and Homicide in Julsan Sorsogon , who was captured in his residence at Sitio Malabog, Barangay Taboc, Julsan Sorsogon in the morning of April 7, 2014.

On the same day, the Number 5 MWP in Pila Bataan was arrested by the detectives of 3RCIDU Bataan. A certain MARITESS INOCENCIO was apprehended in Sitio Bulandasan, Barangay Mt. View, Mariveles, Bataan for violation of RA 9165.

Meanwhile, the 3RCIDU detectives captured the Number 1 MWP in Mobo, Masbate identified as JUNEL M VERGARA. Subject of arrest was apprehended in Bagong Barrio, Balawig, Santa Maria, Bulacan on April 6, 2014.

Also, a certain LUIS GANAYAN Y ANTIGO, listed as Number 8 MWP in Iba, Zambales was arrested by the 3RCIDU Zambales Manhunt Team on April 4, 2014 in the area of Barangay Dirita, Iba, Zambales for Theft.

The Number 9 MWP in Region 5 was captured on April 1, 2014 by the 5RCIDU detectives. Said wanted person was identified as one ALLAN LACAY Y PERIA, he is charged for violation of RA 7610.

All the arrests of aforementioned accused were executed by virtue of Warrants of Arrest issued by different courts. In line with the Chief PNP’s CODE-P 2013 and Beyond, the CIDG Team gives utmost importance and priority in the eradication of criminals and their illegal

Two suspects were arrested after a representative from EUREKA, distributor of household appliances, emerged at the AFCCU-CIDG complaining of a new modus operandi. 

On April 2, 2014, the detectives of AFCCD led by PSINSP Niño Lope Briones, implemented a Search Warrant issued by the Presiding Judge of Branch 8, Malolos Bulacan at a warehouse in Obando Bulacan wherein the owner of the warehouse was arrested.

In a report submitted by PSSUPT Bartolome Bustamante, Chief of AFCCD to PCSUPT Benjamin B Magalong , Acting Director of CIDG,  a follow-up operation was conducted yesterday (April 3, 2014), after  two suspects called the warehouse owner informing the latter that they would bring more items at the aforementioned warehouse. The said call caused their apprehension, when the detectives caught them in flagrante delicto of delivering new items at the warehouse. Bustamande identified the suspects as Aron Constatntino Gallo of Caloocan and Ruel Cadang of Paete Laguna.

Magalong stated that the suspects victimize distributors of furniture and appliances in NCR, Region 3 and Region 4A, by establishing trust and confidence among the dealers.  The felons would establish a legit business of selling household appliances using fictitious names, thereafter they would purchase from the dealers several items and pay in checks which would be good in the first few days then afterwards postdated checks would be issued but it would not be cashed on demand because of insufficient funds.

Magalong further stated that when the dealers collect payments from the suspects, the latter would have already escaped. The suspects, on the other hand, would sell the items to other legitimate businesses around the area.

The suspects are presently under the custody of the operating unit and a case for violation of Article 315, Section 2, paragraph a and d (False Pretenses and Fraudulent Acts) of the Revised Penal Code are being readied to be filed.

MANILA, Philippines—Soon, the faces of the now top four fugitives in the country – Ruben Ecleo Jr., Reyes brothers, and Jovito Palparan – will be splashed on Facebook and Twitter.
Following the ‎proposal of Senate Pro Tempore Ralph Recto to upload profiles and pictures of the country’s most wanted persons, the Philippine National Police Criminal Investigation and Detection Group said Thursday that it would heed to the Senator’s call.
‎Last March 22, Recto proposed the creation of a Facebook account showing the list of the country’s most wanted criminals, including their mug shots‎.
‎”It’s not just Facebook, there’s also Twitter. If we can Instagram the mug shots of wanted persons, the better.  We can also post in YouTube the footage of their capers which have been caught on cam,” Recto said in a statement.

Chief Superintendent Benjamin Magalong, CIDG chief, told reporters that he fully supports the online posting of the rogue’s gallery as it would reach more people.
“We should maximize the use of social media, especially now that we are intensifying our efforts in hunting down the top five fugitives,” Magalong said.
He said the CIDG Public Information Office has already taken the first step in implementing the proposal.
“The CIDG PIO is starting to set up our Facebook and Twitter accounts,” he added.
Despite the possible surge of informants once the CIDG publicizes the list of wanted persons, Magalong assured that the reward system still stands.

‎The Senator also urged law enforcement agencies the National Bureau of Investigation, the Philippine Drug Enforcement Agency to start utilizing the social media as a tool in informing the people of the identities of fugitives from the law.

For merely two days of manhunt operations, 7 rape suspects in an intensified drive vs perpetrators of crimes against women were successfully arrested by the CIDG in the latter’s different areas of responsibility.  These accomplishments manifest the aggressive stance of the CIDG Team in the fight against MWPs said PCSupt Benjamin B Magalong, Acting Director, CIDG.

In the morning of March 24, 2014, the 4A-RCIDU manhunt team headed by PSSuprt Felipe Natividad conducted an operation at Purok 5, Barangay Bigaa, Cabuyao, Laguna that led in the arrest of IRENEO CAPISTRANO y Alarcon by virtue of Warrant of Arrest for the crime of Rape issued by Judge Marino Rubia of RTC, Br. 24, Biñan,Laguna.

On the same day in San Antonio, Jasaan, Misamis Oriental, detectives of NORMINCIDU arrested NARCISO DIONALDO y Laurente @Larry Dionaldo  for Qualified Statutory Rape and Rape by virtue of Warrant of Arrest duly issued by Judge Sheila Marie A. Ignacio, Presiding Judge, RTC, 4th JR, Branch 80, Morong, Rizal.

Meanwhile, PSSUPT Ismael Fernandez said that the investigators and detectives of 3rd RCIDU Bataan arrested ARIEL BONIFACIO in a hot pursuit operation in Barangay Bacong, Hermosa, Bataan based on the complaint of her own DAUGHTER, @ANA.  The suspect allegedly raped his own daughter inside their house on March 24, 2014 and further recounted that she was raped several times when she was 15 years old.

Concurrently, the detectives of 1st RCIDU arrested WILLAIM YARAMON y Legaspi @Wilfredo in Barangay Poblacion, Aringay, La Union on March 24, 2014 by virtue of Warrant of Arrest issued by Judge Ethelwoda Jaravata of RTC, Branch 32, Agoo, La Union for the crime of Rape.

Same detectives of 1st RCIDU served a Warrant of Arrest against EMMANUEL DULAY y Dalisay in the same province of La Union.  The warrant was issued by Honorable Judge Ethelwolda Jaravata of RTC, Branch 32, Agoo, and La Union for the crime of Rape in relation to RA 7610.

Furthermore, a certain MARIO BALIKDANG CARTING was captured last weekend in Monpolia, Hungduan, Ifugao by the detectives of NCLCIDU Ifugao headed by PSSupt Jimmy Catanes and NELCIDU Quirino by virtue of a Warrant of Arrest issued by Judge Eupren F. Changale of RTC Branch 32, Cabarroguis, Quirino for the crime of Incestuous Rape.

Another triumphant operation led in the arrest of EDGARDO DINSAAN @ Ingang  by the detectives of Southern Mindanao CIDU, Lebak MPS, and Sultan Kudarat PPO. The subject was captured in Sitio Minsubong, Barangay Bolebak, Lebak, Sultan Kudarat by virtue of a WOA issued by Judge Renato B Gleyo of RTC Branch 20, Isulan, Sultan Kudarat.

The astounding results of the operations conducted were in furtherance with the PNP Transformation Program enforced countrywide.

CIDG ARRESTS MWP in Region 4B with Php300,000. headprize

Fugitive for 20 years was arrested yesterday (March 20, 2014) by the combined detectives of 7th RCIDU, and 4TH RCIDU- A&B led by PI Teofilo S Juanata, Jr., said PCSUPT Benjamin B Magalong, Acting Director, CIDG.   

PSSupt Richie M Posadas, Regional Chief, 7th CIDG identified the arrested suspect as GERARDO NAMIAS Y TABARNO, 43, and a native of Sta. Catalina, Negros Oriental. Juanata said namias was arrested in his workplace located at Brgy Paliparan 3, Dasmarinas City by virtue of warrant of arrest for the crime of MURDER issued in RTC of Branch 49 Puerto Princesa.

Based on the information, Namias is responsible in the killing of his fellow fishermen in Puerto Princesa happened sometime in August 1994. Juanata told that arrested suspect is listed as MWP in Region 4B as per Memo Circ. 2004-11.

As of this writing, Namias is in the custody of RCIDU4 in Cavite  while preparing the documents needed for his immediate transport to issuing court (Puerto Princesa)

The Criminal Investigation and Detection Group intensify its operational thrust against wanted persons following the arrest of 3 suspects for the crime of rape and other related offense in this week simultaneous operations conducted in different regions, PCSupt Benjamin Magalong, Acting Director CIDG, said today.

On Feb 6, 2014 in the evening, team of Abra CIDT arrested Amante Galla y Deproza by virtue of warrant of arrest issued by Judge Rafhiel Alzate for the crime of Rape (8 counts). PSSupt Jimmy Catanes said in his report to Magalong that suspect was arrested in the area of Brgy. Cayos, Quirino, Ilocos Sur.

Another police operation which resulted in the arrest of Jehu Ostrick Monsanto y Metania, by the elements of Northern Mindanao CIDU led PSI Pepito I Reyes. Monsanto was arrested by virtue of Warrant of Arrest for violation of Rape by Sexual Assault.

Meanwhile, in 3RCIDU headed by PSSupt Victor Valencia conducted operation on February 6, 2014 that resulted in the arrest of JR Galon y Galagati for violation of 2 counts of Other Acts of Child Abuse under Sec. 10 of RA 7610. Warrant of arrest issued by Judge Lily C De Vera of RTC 64 Tarlac City

Arrest of Two (2) Notorious Guns-for-Hire Top CIDG’s “Oplan Paglalansag Omega” Campaign

The Criminal Investigation and Detection Group’s relentless campaign on Loose Firearms, private armed groups and gun-for-hire activities starting last January resulted in the arrest of three (3) wanted guns-for-hire freely roaming nation-wide, Acting Director CIDG, PCSupt Benjamin B Magalong said. For about 39 police operations conducted by team CIDG for the last month, 58 loose firearms, and 365 ammunitions were confiscated and seized while 48 were arrested as CIDG continue its fight against loose firearms which commonly fall into the hands of private armed groups.

The most significant operations conducted in the different regions were the apprehension of Emmanuel Peñalosa y Villanueva@ Emman by the Quezon CIDT on January 10, 2014 and his cohort Mario Aquilla y Sidan @ Rocky on January 13, 2014 in Laguna. The duos are suspected members of Reyes Robbery/hold-up / Gun-for hire-group operating at Laguna province. They were also the prime suspects in the killing of San Pablo City Councilor and Radio Commentator Edgardo Dc Adajar and his driver bodyguard Leonado Ronaldo Y Beltran in January 2, 2013 in San Pablo City, Laguna. Confiscated from their possession were a caliber 38 revolver loaded with 6 rounds of live ammunitions, a caliber 45 pistol loaded with live ammunitions, and 2 magazines loaded with 17 live ammunitions.

Another operation also led to the arrest of Willie Bustamante Francisco@Tisoy by the operatives of DCCIDT on January 6, 2014 at San Antonio Village, Matina, Davao City. Francisco was identified as the leader of the WILLIE “TISOY” FRANCISCO GROUP, a gun running syndicate responsible in the proliferation of homemade and unlicensed firearms within Region 11 and neighboring regions. Said operation yielded to the confiscation of several high powered firearms, live ammunitions, and various parts used in assembling homemade and unlicensed firearms.

Also, in Region 6, joint elements of Iloilo CIDT, 6RCIDU and local police implemented search warrant on January 22, 2014 at several Barangays in Lambunao, Iloilo that resulted in the confiscation of several firearms and ammunitions and the arrest of Rogelio LABORDO, Jessie LABORDO, Richard LEAL, and Jiger LABORDO. Seized from their possession and control were 1 Unit Carbine Rifle; b) 2 units Homemade 12GA Shotgun (Long); c) 1 Unit Cal .45 Pistol (Remington); d) 2 pcs Magazine Assy for Cal .45; e) 2 pcs Magazine Assy. for Carbine; f) 3 pcs Magazine Assy. for 12GA Shotgun; g) 7 rds live ammos for 12GA Shotgun; h) 12 rds live ammos for Cal .45; i) 11 rds live ammos for Carbine Rifle; j) 2 rds live ammos for M16 Rifle; k) 2 Holster for Cal. 45 Pistol; and l) 1 pc of 9MM Bullet Case m) 1 unit Homemade 12GA Shotgun (Pistol Type); n) 1 pc live ammo of 12GA Shotgun; o) 1 Holster of undetermined caliber; p) 11 rds of live ammos of M14 cal; q) 14 rds of M16 live ammos; r) 1 unit 20 GA Homemade Pistol; s) 4 rds 20GA live ammos; t) 2 rds 12GA live ammos; u) 1 pc Black Holster for 12GA Pistol; v) 1 unit 12GA Homemade Shotgun. According to the reports, above suspects were allegedly engaged in extortion activity and gun-for hire and allegedly agents of RPA-ABB operating in central area of Iloilo.

Lastly, Nueva Ecija CIDT thru a SW issued by RTC Presiding Judge Hon. Angelo C. Perez, arrested Primitivo Estacio y Galang on January 14, 2014, for illegally possessing 1 unit Colt M16 Baby Armalite Rifle, a home-made caliber 357, 2 pcs. long magazine for M16, 3 pcs. short magazine for M16 and 45 pcs. live ammunitions for M16.

All arrested persons are now facing charges for violation of RA 10591(Comprehensive Law on Firearms and Ammunitions)

Alleged members of ABB fall under CIDG team, seized high caliber of firearms

Today, January 22, 2014, 4 suspects were arrested by the joint operatives of Iloilo CIDT and Lambunao MPS through the implementation of search warrant issued by Hon Judge Danilo Galvez of RTC Br 24 Iloilo City. Arrested suspects were identified as Rogelio Labordo, Jiger Labordo, Jessie Labordo, and Richard Leal, all residents of municipality of Lambunao, Iloilo.

Psupt Peter N Naboye, OIC, 6RCIDU said in a report to PC Supt Benjamin B Magalong, Acting Director, CIDG that the 4 suspects were alleged members of ABB engaged in robbery hold-up in the area and nearby towns in the province of Iloilo. Seized from their possession and control were one(1) Carbine Rifle with 11 live ammo; two (2)pcs 12 gauge Home-made Shotgun with 3 live ammo; one(1) cal 45 remington pistol with 12 live ammo and 2 live ammo for cal 5.56; one(1)pc of 12 gauge HM Shotgun with 4 live ammo; one(1) pc HM Shotgun with one live ammo 11 pcs live ammo for m14 rifle and 14 live ammo for m16 rifle; and one (1) Pc of 20 gauge Hm Shotgun with 4 live ammo and 2 live ammo for 12 gauge shotgun. Arrested suspects were temporary detained at Lambunao police station for proper disposition. 8 more Acetylene Gang Members captured today

A 2-day stake operation was conducted by the joint operatives of CMMCIDT-NCRCIDG, AOCD, PRO-COR, and Urdaneta CIDT in neutralizing the notorious “Acetylene gang” that resulted in the arrest of 7 male persons and 1 female all native of Benguet, before dawn Tuesday (January 21, 2014). The 8 gang members were identified as Ortiz Latungan y Diego, 48, Eric Sectang y Angway, 45, Arthur Bino y Panes, 26, Clarence Dayao y Latip, 38, Tarex Tayaban y Lagro, 27, Ruben Sebnangon y Langbao, 34, Elmo Bustarde y Patleb, 35 and a female identified as Cecil Ibanez y Umbay, 28 years old.

In a report submitted by PSSUPT Roberto Fajardo, Chief, NCR-CIDG to Acting Director CIDG, PCS Benjamin B Magalong, the notorious gang whom they introduced themselves as members of a telecom company was renting in an apartment located at Villongco St., Brgy Commonwealth, Q.C 2 months ago. Fajardo added that the said gang is planning to rob the OCHOA Realica pawnshop. The 8 gang members were arrested while in the act of tunneling inside their rented apartment going to adjacent 3 storey Building where pawnshop is located.

Seized from their possession and control were acetylene tank along with tools for digging and 2 fragmentation grenade. All arrested members are now in the custody QCPD for filing of appropriate charges against them.

Simultaneous operations were conducted by operatives of CIDG over the weekend as CIDG Acting Director PCS Benjamin B Magalong intensifies the campaign against Most Wanted Person.

Another member of Acetylene Gang arrested yesterday January 19, 2014 at around 3:30 am at the Resort World Casino, Pasay City by the joint operatives of Quezon City CIDG, SMMCIDT-NCR CIDG and PRO-COR. The suspect identified as Teddy Castro y Tanacio, 37 and a native of Cayus, Quirino Ilocos Sur. Castro was arrested by virtue of Warrant of Arrest for the crime of Robbery.

On the same day, 2 suspects were arrested by virtue of Warrant of Arrest for violation of Frustrated Murder in a separate operation conducted by 3RCIDU operatives headed by PSupt Victor Valencia. One was identified as Arnold Celez y Villacorte@Bingo, a resident of Brgy. San Gregorio, Sta.Rosa, Nueva Ecija and one Marichu Celez Baron@Chona of Brgy., San Gregorio Rizal, Nueva Ecija. Both suspects were temporarily detained at NECIDT prior to their turn-over to the proper court of origin.

Meanwhile in Davao City, last January 16, 2014, a manhunt operation was conducted by operatives of Davao Oriental CIDT led by PCI Jose Teody G Condesa which resulted in the arrest of Angelito Agustino Pan, 42 and a resident of Liberty beach Brgy. Magsaysay, Mati City, Davao Oriental. PSSUPT Joel Pernito, 11RCIDU Chief said that Agustino is listed as No. 2 Top Most Wanted Person in Provincial Level. Agustino was arrested by virtue of Warrant of Arrest for violation of RA 9165 (Comprehensive on Dangerous Drug Act).

CIDG capture 2 gang syndicates, arrests of gang leader, seizes of guns and drugs in Compostela Valley, Panabo City and in Davao City.

Intensified drive on “Oplan Salikop”, "Pagtugis" and "Paglalansag Omega" by the Criminal Investigation and Detection Group (CIDG) has resulted in the arrest of Criminal gang syndicates, seizure of firearms and confiscation of undetermined amount of suspected drugs in Compostela Valley, Panabo City and Davao City.

CIDG Acting Director, Police Chief Superintendent Benjamin B Magalong said that operatives from Region 11 headed by PSSupt Joel Pernito conducted police operation in the area of Purok 2, Brgy Poblacion, COMVAL Province yesterday afternoon resulting in the arrest of Elmer Tagoon y Nunez @Mike, leader of Mike Nunez Criminal Gang, and 5 other suspects.

Pernito added that team of COMVAL Cidg confiscated 2 firearms of different caliber, undetermined amount of suspected drugs and drug paraphernalia and cash money believed to be proceeds from drugs.

In Panabo City, arrested were 2 members of “torres criminal gang” operating in Davao region identified as Rovelito Tan y Dio, 33 and a resident of Purok 3-b, Barangay San Francisco, Panabo City and Rogelio Fernandez y Sugetarios, 54, resident of Purok Atis, Panabo City yesterday at around 2:45 pm in a buy bust operation possessing 1unit of 38 caliber and 1unit of 45 colt with 2 magazines and ammunitions.

Another successful operation on January 13 by the CIDG Davao City members led by Pci Warren Dablo together with the local police in the area of Barangay Lasang arrested the suspects in an entrapment operation that resulted in the captured of gang leader Jay-ar Ombao, 26 and his cohorts Apollo Laluna, 30 seizure of 1 cal. 45 and 1 ingram machine gun with live ammunition. Magalong added that Ombao and Laluna are engaged in gun running.

Meanwhile, all arrested suspects are detained at 11RCIDU while the charged for violation of PD 1866 as amended by RA 8294 or illegal possession of firearms and R.A. 9165 known as Comprehensive Dangerous Drugs Act of 2002 were filed against them.

On January 14, 2014 about 6:13 AM joint elements of Nueva Ecija CIDT led by PCI Roger V Sebastian and PIDMB-NEPPO implemented a search warrant issued by Hon Angelo C Perez, Presiding Judge of RTC Br. 27, Cabanatuan City, Nueva Ecija at Brgy. Pantok Gabaldon, Nueva Ecija, which resulted in the arrest of Primitivo Estacio Y Galang. Among the confiscated firearms are 1 unit of Colt M16 Baby Armalite Rifle, 1 caliber 357 revolver (homemade) with marking Smith & Wesson, 2 pcs long magazine for M16, 3 pcs short magazine for M16, and 45 pcs live ammunitions for M16.

Another police operation in 13RCIDU of the same day, operatives of Surigao del Norte CIDT led by PCI Napoleon P Duquez and the local police also implemented search warrant issued at Surigao City against Agkhan Palagawad Manangkitan@Aga at KM #3 Brgy. Luna Surigao City. PSUPT Bowenn Joey Masauding, 13RCIDU Chief, said that upon implementation of search warrant they recovered 8 pcs. Magazine Assembly for M16 Armalite rifle; 172 pcs. ammunitions for M16 Armalite rifle; and 1 pc.Bandolier color black.

Search was done in an orderly manner, while cases for violation of RA 10591 are being prepared against Estacio and Manangkitan. On the other hand, Chief of 12RCIDU PSSUPT Manuel E Cornel told in his report to PCS Benjamin B Magalong that on January 10, 2014 at about 11:30 PM Sarangani CIDT team accidentally seized sacks of homemade rifle along Brgy. Datal Bukay, Glan, Sarangani Province. Cornel said their purpose is to conduct operation against Wanted Person when Police Auxilliary Roque Mabuhay reported that there were 2 male persons passing along the highway carrying a sack which they suspected to contain firearms. Immediately, operatives accosted the said suspects for questioning which resulted to recover a sack containing homemade rifle also known as “surit” propelled with 3 live ammunitions of M16A1. Suspects later identified as Arnel Pondong y Kabca and Roger Maguan y Maguan of Glan, Sarangani. Both are now facing charges of PD 1866 (Illegal Possession of Firearms and Ammunition).

Meanwhile, a buy-bust operation was conducted by the elements of Misamis Oriental CIDT headed by PSSUPT Pedro A Austria, Chief, 10RCIDU, on January 13, 2014 at 7:00 in the evening at Brgy. Poblacion, Opol, Misamis Oriental. Arrested suspect was identified as Ricsmith Abella y Castel, 27, a Philippine Army Soldier assigned at Hqs, Svc Coy, 4ID and a resident of Poblacion, Manticao, Misamis Oriental and Ruel Cullamar y Galleros aka “Tata”, 35 y/o and a resident of Brgy. 5 Cagayan de Oro City. Said suspects arrested after they received marked money from a CIDG personnel acted as poseur buyer of an unlicensed firearm. Recovered from their possession and control is 1 Cal.45 pistol marked Remington, 2 pcs. Magazines for cal.45 pistol, marked money of 200.00 bill and money amounting to Php 1,500.00. Austria said that suspects were reportedly engaged in gunrunning activities of Cebu made firearms. A case for violation of PD 1866 is being filed against them

Accomplishmnt of AOCD

CIDG Anti-Organized Crime Division headed by PSupt Alexander Tagum in coordination with Tanay Rizal PNP and with help of Civilian Volunteer arrested yesterday January 13 by virtue of warrant of arrest suspect Ruben Bedrejo y Landigohon, 45, amd a native of Ilo ilo in the area of Barangay Sampaloc, Tamay, Rixal for the crime of murder.

In a report of Tagum to PCS Benjamin B Magalong, Director CIDG said suspect has been a fugitive from law since 2008. Tagum added that Bedrejo is a suspect in the killing of Errol Daza of Dingle, Ilo ilo.

Arrested suspect is in the custody of AOCD for documentation prior to his turn over to North Dumangas, Iloilo.

8 More Wanted Persons Arrested by CIDG

Eight (8) more Wanted Persons involved in various criminal activities was arrested by Team CIDG in a separate operation today and over the weekends said PCS Benjamin B Magalong, Acting Director CIDG

RCIDU-4 arrested yesterday suspect Emmanuel Peñalosa@Emman, who is responsible in the killing of San Pablo City Councilor and Radio commentator Edgardo DC Adajar and his driver bodyguard Leonado Ronaldo y Beltran last January 2, 2013 at about 4:00 PM., in front of Old Cockpit Arena in San Pablo City, Laguna. Report of PSSupt Felipe Natividad reached this office that on a follow up operation today, cohorts of Penaloza was arrested by the team of PCI Alvin R Consolacion in Lucena City identified as Mario Aquilla for the crime of 2 counts of murder.

On January 12, 2014 suspect Joaquin Palayaban y Malicad @ Jojo, wanted for the crime of 4 counts of Rape and Frustrated Parricide was arrested by the Quezon City CIDT-NCR CIDG led by PCI Wilfredo Sy at Brgy Trenchera, Tayug, Pangasinan.

In a report submitted by PSSUPT Roberto B Fajardo, NCR-CIDG Chief to PCS Benjamin B Magalong that during the arrest they recovered a cal.45 pistol marked Colt and a Fragmentation Hand Grenade from his possession and control. Fajardo said that Illegal Possession of Firearms and Illegal Possession of Explosive Devices are charges to be filed against Malicad.

On the same day, 2 were arrested by the joint elements of 1RCDU Santiago CIDT and local police identified as Keempee de Leon Y Castillo and Jun Pascual y Arceo @ Kiko at Brgy. Rosario, Santiago City, Isabela by virtue of Warrant of Arrest for the crime of Robbery with 100,000.00 recommended bail.

Meanwhile in Negros Occidental, joint operatives of 6RCIDU headed by PSupt Jimmy A Daza and local police arrested Gabriel Antonio Hinolan, 46, of Brgy. Balintawak, Escalante Negros Occidental City on Jan 11, 2014. Arrested person was arrested by virtue of Warrant of Arrest for violation of RA 7610 (Child Abuse) under CC# 13-37843 issued by Hon Judge Philadelfa Agraviador of RTC Br. 6 Bacolod City.

On January 10, 2014, elements of Nueva Ecija CIDT captured Rogelio Dela Peña y Epifania by virtue of Warrant of Arrest for the crime of Rape in relation to RA 7610 with no bail recommended under CC# 22190-AF issued by Hon. Johnmuel Romano Mendoza, Presiding Judge of RTC Br.26, Cabanatuan, Nueva Ecija.

Lastly, joint elements of Romblon CIDT and local police arrested Jimly Dela Cruz Medrano on January 9, 2014 at Brgy. Progreso Weste, Odiongan Romblon. Medrano was arrested for the crime of Murder by virtue of Warrant of Arrest issued by Hon Judge Jose M Madrid of RTC Br. 82 of Odiongan, Romblon under CC# OD-2293. The latter was now detained at Odiongan Municipal Jail.

As CIDG continue its mandated tasks, Magalong will presses more on intensified manhunt operations against this Wanted Persons.

Cidg 4A operatives headed by Pssupt Felipe Natividad arrested 2 suspects bros Jimmy and Romeo Pariñas for double murder case. Suspects are responsible in the killing of 2 body guards of Lagayan Mayor Cecilia Luna sometime in 1997 who went into hiding in the province of Balete, Batangas yesterday said Acting Director CIDG Pcsupt Benjamin B Magalong.

Natividad added that one of suspects Ricky Dela Cruz cousin of the duo is now serving his sentenve at the NBP for the crime charge.

In the meantime, 2 arested suspects are in the custody of Batangas Cidg then it will be turned over to court concerned in Abra.

Members of Q.C.CIDT headed PCI Wilfredo V Sy together with members of PRO-Cordillera captured two (2) dreaded members of Acetylene Gang on January 6, 2014 at around 10:00 AM on their hide-out at El Pacifico Pension Hill, Sta. Cruz, Manila.

Arrested suspects identified as James Yayak y Pasyalen, single, 44 y/o, native of and a resident of Maket-an, Tadian, Mt. Province with violation of and one Randy Pelking y Damitan @ Efren Pumay-o, single, 37 y/o and a resident of Mucdol, Dipaculao, Aurora.

In a report of PSSUPT Roberto B Fajardo, Chief, NCR to CIDG Acting Director PCS Benjamin B Magalong, said that prior to their arrest, information was lodged before the PNP-AKG relative to the activities of the 2 suspects wherein immediate validation was made by the Q.C.CIDT in coordination with PRO-Cordillera who furnished validated copies of Warrant of Arrest under violation of Robbery.

Fajardo added that the duo were among the active members of Acetylene Gang who were responsible in the recent Cagayan De Oro Pawnshop, Baguio City, Mabini Robbery incidents on December 27, 2013 and the foiled robbery at Maria Gracia Pawnshop in Roxas City.

During the arrest, 6 pcs of gold rings, 4 pawn tickets from various pawnshops, small weighing scale and acetylene torch were seized from the possession of the suspects. Suspects were now brought to the NCR CIDG office and will eventually turn over to PRO Cordillera for subsequent return courts of origin.

Magalong said that Team CIDG will intensifies the campaign against Organized Crime Groups in accordance with the directive of PDG Alan La Madrid Purisima, Chief, PNP.

CIDG arrested No 9 Most Wanted in Davao del Sur

CIDG is always committed in putting all wanted person behind bars. In continuous support to its flagship project “Oplan Pagtugis, another operation was conducted by the personnel of Davao del Sur CIDT initiated by PCI Arvin B Avelino together with the local police.

In a report submitted by the Regional Chief of 11RCIDU, PSSUPT Joel Cuaton Pernito to the Acting Director of CIDG, PCS Benjamin B Magalong, around 12:45 AM, January 4, 2014 at Aurora Ext., Brgy San Miguel, Digos City they arrested Ryan Jhon Lamason, 22 y/o, single, jobless and a resident of the above given address . Subject person was arrested for violation of Kidnapping and Serious Illegal Detention by virtue of Warrant of Arrest issued by Hon Lope L Calio, Acting Presiding Judge, RTC 11, Br 20, Digos City. Pernito also added that Lamason was tagged as No.9 Most Wanted Person in the province of Davao del Sur and further brought to CIDG office for booking and documentation while awaiting commitment order from the court concerned.

Another most wanted person of Davao City fell in the hands of the authority today at around 8:45 in the morning, following the operation conducted by the joint elements of Davao City CIDG led by PCI Warren Dablo and RSOT team leader PSI Francis Sonza which resulted to the arrest of Gavino Banlasan Jr no. 3 Most Wanted Person in the CIDG list of most wanted at Jade Valley, Buhangin Davao City by virtue of a Warrant Of Arrest for Violation of RPC 248 (Murder) docketed under Criminal Case No. 202-2007 issued by Hon Judge Jesus L Grageda, Rtc Branch 4 Of Panabo City.

This is a result of the intensified campaign against Most Wanted Persons being implemented by the CIDG11 under the new leadership of CIDG Regional Chief PSSUPT Joel Cuaton Pernito.

Pernito said that Banlasan is also a suspect in the series of shooting incidents recorded last 2003 and 2007 based on the information relayed by the Mindanao Logistics Services, Inc, (MILSI) and DOLE PHILS. Stevedoring Corp of Dole Phil. Accordingly, one of which is the shooting to death of Mr Iver Puja last May 12, 2003, Operations Manager of Sumitomo Fruit Corporation (SUMIFRU) and the shooting to death of Venus Maquiran, operation clerk of DOLE last May 25, 2007.

Pernito further stated that the arrested suspect was the subject of manhunt by CIDG since 2007 and was elevated to number 3 in the hit list of most wanted since the suspect is elusive. Only until one concern member of CIS timely relayed an a1 information that led to the capture of the suspect. This is another manifestation of the effectiveness of engaging the active participation of the community in fighting criminality as recently ordered by newly installed Acting Director of CIDG PCSUPT BENJAMIN B. MAGALONG.

At the start of the year 2014, CIDG continues on the extensive campaign on flagship project “Oplan Pagtugis”, through joint operatives of Ilocos Sur/Norte CIDG and local PNP led by PCI Modesto F Carrera arrested yesterday the DILG Most Wanted Person in the Regional Level with Monetary Reward of Php 250, 000.00.

In a report submitted by the Regional Chief, 1RCIDU, PSSUPT Francisco M Esguerra to the Acting Director, PCSUPT BENJAMIN B MAGALONG, Director of CIDG, on January 2, 2014, at about 4:30 PM by virtue of Alias Warrant of Arrest issued by Hon Leo M Rapatalo, Judge , RTC 54, Alaminos City, Pangasinan, CIDG team arrested the suspect identified as Silvano RONDAL y Tugade, 42 years old native of Ilocos Norte.

Esguerra said the suspect was arrested for the crime of Murder at Brgy. Napu, Badoc, Ilocos Norte. Arrested person will now be turn-over to court of origin for proper disposition.

Criminal Investigation and Detection Group (CIDG) operatives in RCIDU 10 headed by PSSUPT Pete Austria and the team of PCI Melgar Devaras implemented Search Warrant against Jabar Pajaonan a.k.a. Bong Bangus of Malaybalay City, Bukidnon for illegal possession of firearms and violation of anti-illegal drugs law

CIDG Acting Director, Police Chief Superintendent Benjamin B Magalong said that during the implementation of search warrant the following items were seized: 1 unit of Thompson sub machine gun cal. 45 with 1 magazine loaded with ammos, 1 unit of Baby armalite rifle, 1 long magazine for shotgun, assorted fragmentation hand grenades, and assorted ammunitions for different calibers.

CIDG operatives confiscated assorted drug paraphernalia and sachet of suspected methamphetamine hydrochloride also known as “shabu”.

Also, in a report of Austria to Magalong mentioned that 4 minors ages 11, 14, 15 and 16 were rescued and allegedly used by Pajaonan as drug couriers. Minors were turned over to the DSWD while a case for violation of RA 10591, RA 9165 and RA 7610 are being prepared for filing at the Bukidnon City Prosecutors Office against Pajaonan (at-large).

As CIDG intensifies the campaign against Most Wanted Persons/Oplan Pagtugis, just this week simultaneous operations were conducted by the CIDG elements headed by their respective chiefs.

In a report of PSupt Victor Valencia, Chief, 3RCIDU to PCS Benjamin B Magalong, Acting Director CIDG, particularly in Nueva Ecija CIDT team of PCI ROGER V SEBASTIAN, by virtue of Warrant of Arrest four (4) suspects were arrested on December 12, 2013 namely, Ren Fajardo y Villanueva for violation of Frustrated Homicide, resident of Brgy. Las Pinas Penaranda, Nueva Ecija; Macario Francia for the crime of RA 8353 (Rape), resident of Brgy. Buliran San Antonio Nueva Ecija; Arvin Marr Dizon y Tanduran for violation of RA 9165 (Ilegal Possession of Dangerous Drugs); and one Aries Dela Cruz y Villas for the offense of Highway Robbery and Anti-Piracy resident of Pulong Munti, Brgy. Pulo San Isidro Nueva Ecija with No bail recommended. On December 11, 2013, another operation was conducted by Tarlac CIDT headed by PCI LUIS M VENTURA in Brgy Paraiso, Tarlac by virtue of Warrant of Arrest, said team arrested four (4) persons for violation of RA 7610 (Child Abuse) namely Mercy Dizon y Roman, Edna Dizon y Pascual, Jennifer Ivale y Dizon and Allen Jude Celis y Dizon. All arrested person are now in the police custody of each unit respectively.

On December 12, 2013, operatives of Lanao del Norte-Iligan CIDT, 10RCIDU led by PCI NAPOLEON L CARPIO successfully arrested Darie Sarte y Maringuez by virtue of Warrant of Arrest for violation of RA 9262 (Violence Against Women and Children). In 11RCIDU, joint elements of DSCIDT led by PCI ARVIN B AVELINO local Police of DSPPO, successfully arrested the No. 9 Most Wanted Person in the Municipality of Kiblawan, Davao Sur by virtue of Warrant of Arrest identified as Rogelio Gulaya y Pandoy alias Gil Gulaya at Rizal Avenue, Brgy Zone-3, Digos City last December 11, 2013 for violation of Robbery with Homicide

Meanwhile, in 12RCIDU, two (2) were arrested for violation of Attempted Murder in a separate operation done by the CIDG teams respectively. One was the arrest of Dennis B Dagpan by joint elements of Sarangani CIDT together with local police last December 11, 2013. Another was Richard E Sacelo who was arrested along Public Market, Surallah, South Cotabato last December 11, 2013.

Oplan Pagtugis operation was also extensive on 13RCIDU which resulted to the arrest of the 10 Most Wanted Person in Agusan del Sur and one of the suspects in the killing of PO3 Johnny B Gerodias, PNP Member of RHPG-13 that transpired on May 5, 2011 along the National Highway at Purok 3, Brgy. Hubang, San Francisco, Agusan del Sur with combined elements of RHQ-13RCIDU, RID-PRO 13 RIU-13 and Agusan del Sur PPO, arrested Albert Iligan Tanugan by virtue of Alias Warrant of Arrest for violation of Murder with no recommended bail.

Magalong said the CIDG, under its Oplan “Pagtugis” will continue to press for more manhunt operations against most wanted persons, especially those who are involved in heinous crimes, to immediately account for their arrests so that by separating them from the society they can no longer do harm.

The Anti-Fraud & Commercial Crimes Division-CIDG operatives together with the Interdiction Unit (CIDG) under the direct supervision of PSUPT Peter N Naboye arrested yesterday noon two (2) Chinese nationals and their Filipino companion who were engaged in the selling of fake electronic products in the area of Binondo, Manila.

In a report submitted by PSSUPT Juanito Enguerra, Chief, AFCCD to PCS Benjamin B Magalong, Acting Director, CIDG said that on the said date, his teams simultaneously implemented Search Warrants at 11/88, 999, and 168 Malls in Binondo, Manila.

During the implementation of search warrants, among the Panasonic counterfeited products seized were 178 pieces of Remote Controls for television; 126 units of Telephone; 640 pieces of plate/panel; 984 pieces switches; 586 outlets; and 110 pieces of sockets/plugs.

Enguerra identified two (2) Chinese nationals as Wang Li Li, manager of J.B. Deguinon General Merchandise located at 999 Shopping Mall, Steven Chan, manager of 168 Shopping Mall, and Efren Reyes y Cabuhayan, a Filipino helper of 999 Shopping Mall. The said operation was stemmed from the complaint of PANASONIC Manufacturing Philippines Corporation lodged to the office of AFCCD assisted by Hechanova Bugay and Vilchez Law Firm.

Seized items estimated a total of P448, 800.00 were temporarily brought at AFCCD Office, Camp Crame, Quezon City for proper disposition and later turn over to the representatives of PANASONIC Mfg. Phil. Corp for verification and examination. Arrested suspects were brought to AFCCD office for documentation and a case was being prepared to file for violation of RA 8293 (Trademark Infringement) before the Manila Prosecutors Office.

On November 30, 2013 at about 6:45 o’clock in the morning at Brgy Gandingan, Pangantucan, Bukidnon, combined operatives of the CIDG 10th Regional Criminal Investigation Unit with the team from Highway Patrol Unit and Regional Intelligence Division, PRO10 have served Alias Warrant of Arrest against Fabian Esguerra Gepitulan Jr for RAPE in CC Nr. L-836 dated October 15, 2001 issued by Hon. ANDREW D. DAMAYO of 2nd MCTC, Municipality of Linamon, Lanao del Norte with recommended bail bond of Two Hundred Thousand Pesos (Php200,000.00).

In a report submitted to Police Director Francisco A. Uyami Jr., CIDG Director, by CIDG-10 Regional Chief, PSSupt Pedro A. Austria, Jr., said that CIDG operatives led by PCI NAPOLEON L. CARPIO and PCI MELGAR DEVARAS with the team of HPU and RID10 have arrested Fabian Esguerra Gepitulan Jr., in the said remote Barangay of Gandingan, Pangantucan, Bukidnon by virtue of the mentioned alias warrant of arrest.

Austria said that in 1998, Gepitulan was accused of raping his 9 years old minor niece that transpired sometime in April 1993. Since then, said accused went into hiding for almost twelve (12) years in different remote areas of Barangays Buyot, Don Carlos and Gandingan, Pangantucan in Bukidnon province until he was collared by said CIDG operatives.

Austria further said that said accused was listed as No. 6 Most Wanted Person in the province of Lanao del Norte. Arrested accused is brought to CIDG Office in Iligan City for proper documentation prior to his turn over to court concerned.

AUSTRIA, JR., that CIDG operatives led by PINSP DELFIN H BONTUYAN, 1ID, 4ID PA, and PRO10 effected Warrants of Arrest against DANIEL XAVIER y CRUZ aka SALAJUDIN IBRAHIM JAFFAM for Violation of Sec 4 (b)(c) of RA 9851 (An act Penalizing War Crimes, Genocide and other Violations of International Humanitarian Law) in CC No. 28212 and 28213, respectively with no bail bond recommended, Rebellion (related to Zamboanga Siege) in CC Nr 28214 issued by Hon. Peter V Eisma of RTC, 9th Judicial Region, Branch 15, Zamboanga City with bail bond fixed at Php 200,000.00, Estafa in CC Nr 13-37896 and Violation of PD 1866 as amended by RA 8294 in CC Nr 13-37895, both issued by Hon. Eduardo S. SAYSON, Presiding Judge of RTC, 6th Judicial Region, Br 54, Bacolod City, with recommended bail bond fixed at Php 36,000.00 and Php 180,000.00 respectively.

Austria said that DANIEL XAVIER y CRUZ aka SALAJUDIN IBRAHIM JAFFAM was brought to Headquarters 10RCIDU in Camp Evangelista, Cagayan de Oro City for proper documentation prior his turned-over to court of origin.

The leader of the notorious, feared and dreaded “ACETYLENE GANG” operating in various parts of the country was arrested by the CIDG-CAR.

In a report of PSupt Harold S Ramos, CIDG-CAR Regional Chief to PD Francisco A Uyami, Jr., Director CIDG told that Erickson Lambino y Paguigui was arrested in his home at La Trinidad, Benguet on November 6, ending more than two years of searching for the elusive robber.

Ramos said that the arrest was on the strength of an alias warrant of arrest for robbery issued by Judge Modesto Quismoro, Jr of RTC-Taguding, Ilocos Sur. The accused is listed in the PNP order of battle as one of the top most (TMW) wanted persons in Cordillera and Baguio City.

Ramos added that this is in line with the CIDG’s LOI PAGTUPAD of “OPLAN PAGTUGIS” and “OPLAN SALIKOP” a manhunt operation on wanted persons and neutralization of organized criminal syndicates. CIDG Director, Police Director Frank Uyami earlier issued a directive to his men to intensify relentless manhunt operations on wanted personalities. Ramos is urging the public especially those in the Cordilleras to inform the CIDG on the presence of persons in their areas who are suspected to be fugitives from justice.

The BEDKING ACETYLENE GANG is notorious for its precise and unnoticed disturbance to dig a tunnel connecting to the space being targeted for burglary and strike during night time or holidays. This modus operandi is their signature handiworks.

The International Justice Mission (IJM) is a human rights agency based in Washington D.C. wherein their mission is to handle cases involving child abuse and exploitation and trafficking of persons. They also provide legal assistance to the urban poor in National Capital Region who suffer injustice and oppression.

On October 24, 2013, the IJM Director based in Manila commends the members of the Anti-Transnational Crime Division of the CIDG headed by PSSupt Alex B Sintin and 16 others for exemplary performance in helping them to rescue 4 minor victims of sex trafficking and the arrest of 2 suspects namely; Yolanda Garces y Baylon and Rafael Esteban y Dela Cruz while in the act of offering the victims for sexual services last September 3, 2013 in the area of C5 Ususan, Tagig City.

On the other hand, Police Director Francisco A Uyami, Jr., Director CIDG reiterated its continuous support to the International Justice Mission in its effort to rid international trafficking in persons in the ASIAN region.

After more than twenty (20) years of hiding from the Police authority, joint elements of CIDG Intel Division and CIOS led by PCI Mario Marquez finally arrested wanted person Diosdado Angay-angay y Guillera, 55 years old and a construction worker last October 25, 2013 in the afternoon by virtue of Warrant of Arrest issued by the Municipal Trial Court of Pastrana, Leyte way back in 1989 for a case of Robbery in Band or violation of Article 296 of the Revise Penal Code.

In a report of PSupt Agosto Daskeo, Officer in Charge of Intel Division, CIDG to P Director Francisco A Uyami Jr., Director, CIDG told that Angay-Angay was caught in his own house located at Blk. 6 C Molina Street, Barangay Vicente Reales, Valenzuela City. Suspect Angay-angay has a head price of Php50, 000. 00 for his captivity.

Meanwhile, arrested suspect is temporarily detained at the Intel Division of CIDG Headquarters for documentation and proper disposition prior to his turn over to court of origin.

Anti-Transnational Crime Division-CIDG based in Camp Crame dismantles an International Syndicate based here in the Philippines operated by a group of foreign nationals identified as one AZHAR KHAN a.k.a. Bill Jacobs allegedly an American national and his partner a Myanmar national named @ Zaw Myint.

In a report of PSSupt Alex Sintin, Chief, ATCD to PDir Francisco A Uyami, Jr., Director CIDG four (4) teams of ATCD operatives jumped off from CIDG HQ, Camp Crame at 10 P.M. 24 October, 2013 and served four (4) search warrants in separate areas at Burgundy Empire Tower ADB in Pasig City, IBM Bldg., Eastwood, Q.C. and Eastwood Park Residences, Libis, Bagumbayan, QC., which resulted to the confiscation of more than 50 units of CPU, 9 units of server, several documents, DSL Internet stick, telephone sets, receipts, routers, Sample Books and other paraphernalia. The operatives occupant/suspect ZAW Myint and his assistant and 40 Sales Consultants while 10 call center agents were caught in the act of having actual transactions at their prospective victims. Azhar Khan cannot be located in the four (4) target areas.

The Search Warrants were issued by Hon. Judge Rainelda H. Estacio-Montesa the Presiding Judge of the RTC Manila Branch 46 against AZHAR KHAN a.k.a. “Bill Jacobs, ZAW MIYNT, Manager/occupants of Growth Industries Marketing Corporation and APPLABS Digital Services.

Sintin said that the modus operandi of the group is to convince prospective clients in the international market to buy stocks of a company which is non-existent. Said business is not registered in Security and Exchange Commission.

A case violation of Section 8 in relation to Section 71 of R.A. No 8799 otherwise known as Securities Regulation Act is being prepared for filing in court against the arrested suspects.

Tagged and ranked as No. 1 in the list of the 10 Most Wanted Persons are MIGUEL YSUG DEYTA JR. and KARPO DEYTA ASUNCION @ REY. Subject wanted persons were arrested by members of the Occidental Mindoro CIDT by virtue of an Arrest Warrant under the supervision of 4BRCIDU Regional Officer PSUPT RUEL A FERRER. Another Ranking as No. 1 in TMWP Municipal Level is JOHNNY BERONILLA LLAVADO. Subject wanted person was arrested by concerted efforts of the members of 1RCIDU and by virtue of an Arrest Warrant led by their Regional Officer PSSUPT FRANCISCO ESGUERRA. And Ranked No. 9 TMWP is ARTURO ACANTARA SABIO. Subject wanted person was arrested by members of 14RCIDU by virtue of an Arrest Warrant and through the direction of the Regional Officer PSUPT HAROLD S. RAMOS.

The Arrested Most Wanted Persons were accused for the crime of Rape with Homicide, Rape and Violation of Republic Act 9262 respectively. Subject wanted persons were turned over to the proper courts concern.

Concerted and unwavering effort to eradicate the chaos that destroys the very core of our society is the main concern of the CIDG. Time and time again the CIDG members as inspired by the words of the Chief PNP, PDG Alan LM Purisima, and motivated by CIDG Director PD Francisco A Uyami, Jr., went against violators of Republic Act 8294 as amended by RA 10591. From September 16-30, 2013, the different Regional Units implemented CIDG FLAGSHIP “PAGLALANSAG OMEGA” which resulted in the arrest of Twenty-Six (26) persons and confiscation of Forty -Four (44) Firearms including Twenty-Six (26) high powered firearms and Four Hundred Fifty Five (455) assorted ammunitions.

Based on the accomplishment reports submitted to PD FRANCISCO A UYAMI, JR., one of significant operations initiated last September 25, 26 & 27, 2013 was the operation by 13RCIDU under PSUPT BOWENN JOEY M MASAUDING in which six (6) persons were arrested in the different localities in Region 13 including the confiscation of ten (10) firearms, eight (8) of which are considered High Powered Firearms (HPF) and three hundred ten pieces of assorted live ammunitions. Seized together with the Unlicensed Firearms and assorted ammunitions were assorted sizes of Heat Sealed Transparent Packs containing White Crystalline Substance believed to be Methamphetamine Hydrochloride locally known as “SHABU” and assorted illegal drug paraphernalia.

Most of the operations conducted were covered with Search Warrants and others were conducted in accordance with the existing PNP Rules on police operations. Three (3) cases for violation of RA 8294 as amended by RA 10591 (Comprehensive Firearms and Ammunitions Regulations Act) and a case for violation of Sec. 3 of RA 9516 (Codifying Laws on firearms, ammos, explosive) were filed against twenty six (26) arrested persons in the proper courts.

The intensified campaign was undertaken in order to prevent the use of these unwanted firearms during the up-coming Barangay Election. As our experiences would affirm that election time in our country is also a time wherein gun-related violence are rampant.

The CIDG strike and dismantle Private Armed Groups confiscating different Caliber of High Powered Firearms. As mandated by the Chief PNP, PDG Alan LM Purisima, the CIDG Director PD Francisco A Uyami, Jr., dared the different Regional Units of the CIDG to respond to the challenge. From September 1-15, 2013 and filled with unwavering enthusiasm, the Different Regional Units conducted Police Operations which resulted in the arrest of Twenty-Five (25) persons and seized a total number of Thirty-Three (33) Firearms including Twenty-Five (25) high powered firearms and assorted ammunitions.

One amongst these significant accomplishments was done on September 9, 2013 at about 5:30 in the afternoon with the joint elements Davao City PNP and DCCIDT and 11RCIDU headed by Regional Chief PSSUPT ALBERT IGNATIUS D FERRO. Buy-bust operation was conducted against Illegal Selling of Unlicensed Firearms at NCCC Mall Parking area, Ma-a, Davao City which resulted to the arrest of Henry Ponce y Magaliano, 35 years old of Calubijan, Matina ,Davao City. This person known to be a member of notorious gang engaged in “Gun Running” activities in Region II which is identified as “NACHER GROUP”. Confiscated evidence includes 2 units of calibre 45 M1911A, model COLT bearing similar SN2815464, and 2 calibre 45 with SN755241, SN775524 respectively, marked money bearing SNAT918212 and PA271967 in Five Hundred Peso bills, 4 empty magazines of calibre 45 and a black back pack.

Most of the operations conducted were armed with Search Warrants and others were conducted in accordance with the existing PNP Rules on Police Operations. Cases such as violations of RA 8294 as amended by RA 10591 (Comprehensive Firearms and Ammunitions Regulations Act) and even some cases have relations to Sec. 3 of RA 9516 (Codifying Laws on firearms, ammos, explosive), RA 9165 (Comprehensive Dangerous Drug Act of 2002) were filed against the twenty five (25) arrested persons and the Firearms confiscated were all properly turned over to the proper courts.

Were it not for the timely and judicious disposition in the conduct of these Police Operations the aforementioned firearms could have been gone to the wrong hands. Now that some of these loose firearms are now under the control of the proper authorities, we could rest assure that PNP units like the CIDG will do its best to arrest more violators of the law particularly “Gun Runners.”

CIDG Filed Criminal charges of Rebellion and Insurrectionand Violation of International Humanitarian Law vs. 25 arrested and 4 at large members of MNLF NurMisuari Faction.

On September 20, 2013, CIDG Region 9 under PSSUPT. Edgar Danao, the Regional Chief, filed cases for violation of Art. 134 (Rebellion) and R.A. 9851 also known as crimes against International Humanitarian Law against UztadsHabier Malic, AsaminHussin, Bas Arki and Handji Ami Adjirin (all at large) and 25 who were arrested and detained at the Zamboanga Police Station to include undetermined number of John does and Jane does.

In a report of Danao to PD Francisco A. Uyami, Jr. Director, CIDG told that four (4) extra judicial confessions from the members of MNLF were included in the submitted evidence in court.

The case was docketed under IX-INO-06- INQ 13I-00377 at the Zamboanga Prosecutors Office, Zamboanga City.

CIDG operatives led by Cagayan de Oro-based PI Glicerio Latiza, together with elements of the RCIDU10, RCIDG4A arrested last September 13, 2013 Rodrigo Daque y Cagbababua, the No. 4 Most Wanted Person in the regional level in Region 10 with a headprize of PhP300,000.

In his report to CIDG Director Francisco Uyami Jr, PSS Pedro Austria said that Daque who is wanted for multiple murder with multiple frustrated murder was arrested at about 7:25 in the evening at Sitio Mulmac, Brgy.Macabalan, Cagayan de Oro City. Daque gave his address at New Carcar, La Libertad, Zamboanga del Norte.

Said operation was initiated by virtue of a Warrant of Arrest for Multiple Murder with Multiple Frustrated Murder issued by Hon Judge Porferio E Mah of RTC Br 8, 9th Judicial Region, Dipolog City last January 28, 2009 with no bail recommended.

Austria told Uyami that Daque suspect allegedly killed a certain Alias Pipay/one eye; Gong-gong Utos and Rennie Camarillo who were believed to be armed goons of mayoralty candidate Carlos Mamac of La Libertad, Zamboanga del Norte. Said incident transpired last May 9, 2004 election, Austria added.

Austria stressed that upon commission of the crime, Daque had gone into hiding for almost six (6) years hopping from places in the remote areas of Brgy Mapait, Maramag Bukidnon to far-flung barangays of Zamboanga del Norte and Cagayan City, Misamis Oriental.

Daque was turned over to the court from where his warrant of arrest originated.

The CIDG NCR Eastern MM District led by PCI Reynante Galang, Field Officer in coordination with local police conducted an entrapment/buy bust operation on Sept 7, 2013 at around 8:00 a.m. in the AOR of Cubao, Quezon City which resulted to the arrest of Burias Ginto-ginto gang leader Dante Liop y Santiago together with his companion Reynaldo Alonzo y Aguilino while in the act of receiving dusted bundle of boodle money while Alonzo was showing an alleged ½ pc of gold bar to the complainant Gilbert Baylon y Javier, a resident of Pasig City. Confiscated from their (suspects) possession and control were 2 units of .38 caliber “paltic” and ammunitions.

According to the victim, he had already given the amount of P10,000. as down payment for the gold bar. After which, suspects demanded Php 120,000.00 for the remaining for him to get the said gold bar. Complainant learned from her sister that one of her co churches had victimized by this group with same modus operandi.

Arrested suspects are picking on their prospective victims here in Metro Manila and nearby provinces.

Cases for Violation of PD 1689 (Syndicated Estafa) and PD 1866 as amended by RA 8294 (Illegal Possession of Firearms, Explosives and Ammunitions) against arrested suspects was filed against them.

On September 5, 2013 at around 5: 15 in the afternoon, the RCIDU1 personnel led by PCI Rodolfo Delos Reyes, Provincial Officer of Pangasinan CIDT together with the local police from RID-PRO 1 conducted police operation and implementation of search warrants numbers SCC 2013-76-77 issued by Hon Judge Renato Pinlac particularly against Jueteng operation at Barangay Poblacion, Lingayen, Pangasinan at the premises of Edzel F Tantay@ Sendong, Ricardo R Ferrer @Katdong and Loreto Romero @Enget.

In a report of PSS Francisco Esguerra, RC RCIDU1 to PD Francisco Uyami, Jr., the operation resulted to the confiscation of assorted jueteng paraphernalia like bundles of pappiletos with markings of Meridien Corp., ball pen, stamp pad, calculator, cellphone and a total cash amount of Php 29, 620.00 from the house/premises of Ferrer, Tantay and Romero.

During the implementation of Search warrants, Romero is not around while Ferrer and Tantay were arrested by the operating team of Delos Reyes. Confiscated pieces of evidence, cash money and the two arrested persons were brought to Pangasinan CIDT for documentation and proper disposition.

The search was done in an orderly manner and in the presence of Barangay Kagawad Eduard Cuesta, Kagawad Michael Aneglo Disini and GMA crew.

Forty six (46) Most Wanted Persons listed in their respective provinces have been arrested by dedicated tracker teams of the CIDG based in Regions 1 to 15 and NCRCIDU for the period from August 1, 2013 to August 31, 2013, PD Francisco A Uyami Jr., said.

Out of forty six (46) Uyami, mentioned six (6) significant arrests in Regions 2, 4B, 5, 6, 10 and 14.

Uyami, who ordered an intensified OPLAN PAGTUGIS campaign against the most wanted persons nationwide, said Ruel Visca y Canayo@ Diding, wanted for Murder in Oriental Mindoro was arrested last August 9, 2013 by elements of the Oriental Mindoro CIDT at Barangay Del Mundo, Oriental Mindoro. The RTC 4th Judicial Region Branch 41 Hon Judge Winston Baldos issued the warrant with no bail recommended.

On August 25, 2013, 14RCIDU team arrested Lese Marienelly Jamaica at the vicinity of UP Compound Inisan, Baguio City, PRO-Cordillera No. 7 TMW Regional level for the crime of Large Scale Illegal Recruitment issued by Hon Judge Asuncion Fikinga-Mandia RTC Branch 7 with Php700,000.00 bail recommended.

In Cagayan, a warrant of arrest for Rape and Serious Illegal Detention issued by Hon Judge Pablo M Agustin, RTC Br IV, Tugegarao City paved the way for arrest of Jonathan Durupan Y Bacolores an OFW at Barangay Sn Francisco, Baggao, Cagayan last August 19, 2013. He was listed as the 3rd most wanted person in Region 2 Municipal level.

Last August 20, 2013, 6RCIDU tracker team arrested the #1 TMW in Sara, Iloilo City in the person of one Odin Dema-ala y Arguello, 31 yrs old, male, married and resident of Brgy Apelo, Sara, Iloilo for Robbery. He was arrested at Barangay Luboc, Lapaz, Iloilo.

Last August 5, 2013 Antonio Fajardo y Aregola and Albert Gumban Rondino were arrested by Cawayan Masbate CIDT team at Barangay Mactan, Cawayan, Masbate for the crime of Murder in CC Number 15232 issued by Hon Judge Pazlinda Sanchez of Masbate RTC.

On August 12, 2013, Ruben Laguisan Chano, was arrested in Barangay Cabagan, Isabela based on a warrant of arrest issued by Hon Judge Felipe Torio of Branch 22 with cc# 22-2393 for the crime of Rape (4) counts no bail recommended.

Thus far, CIDG has maintained its high score in the arrest of the most wanted persons nationwide.

The Criminal Investigation and Detection Group (ATCD) yesterday evening arrested Yolanda Baylon Y Garces, 28 and her live-in partner Rafael Esteban Y Dela Cruz, 25 both residents of #44 Gen Luna, Ususan, Tagig City while in the act of receiving dusted money in front of a Jolibee fast food at C-5 cor Diego Silang, Barangay Ususan, Taguig City for violation of R.A. 9208 also known as Trafficking in Person Act.

In a report of PSSupt Alex Sintin to PD Francisco a Uyami, Jr. Director CIDG, said four (4) minors were rescued by the team of PSupt Ema Trinidad together with some members of the International Justice Mission and in coordination with SPD NCRPO.

The complaint stemmed when the International Justice Mission (IJM) reported the alleged illegal activities of the two arrested suspects by offering the minors to prospective customers for sexual services in exchange of money. The target and mission of this NGO (IJM) is to stop Human Trafficking in the country.

The suspects are now detained at the office of ATCD for inquest proceedings and further filling of case for Qualified Human Trafficking in relation to R.A. 9208 while rescued victims will turn over to the DSWD for proper disposition.

After two (2) years and 7 months since the CIDG filed cases of alleged anomalous procurement/work orders conducted by the PNP Logistics Support Service (LSS) for the year 2007 Repairs/Refurbishing of twenty (28) eight V-1150 LAVs involving the total amount of PhP 409,740,000.00, twelve (12) warrants of arrest have been issued by Associate Justice Chairperson Gregory S. Ong of the Sandiganbayan on August 27, 2013.

The warrants of arrest against former PDG Avelino I. Razon and forty (40) other police officers, civilians and police non-commissioned and non-uniformed person range from violation of Article 217, in relation to Article 171 (para 4) of the Revised Penal Code (Malversation of Public Funds) which recommends no bail, to violation of the Anti-Graft and Corrupt Practices Act which carries a PhP30,000.00 bail for each offender.

PDirector Francisco A. Uyami Jr, CIDG Director said that the CIDG’s emplaced arresting teams have been given their copies of the different warrants of arrest which also stated therein a note that a Hold Departure Resolution for them has been issued last July 23, 2012.

The San Manuel Police Station members in Pangasinan in coordination with CIDG 1RCIDU led by PCI Rodolfo Delos Reyes assisted in the arrest and filling of criminal cases against Luis Elegores y Marzan, 41, resident of Barangay Nancamilaran, and Melvin Oplana y Obedoza, 32, married and a resident of Barangay Camanang both from Urdaneta City who were arrested on August 11, 2013 at around 4:00 P.M. along Barangay Guiset Sur, San Manuel Pangasinan for Robbery Extortion, Usurpation of Authority and Illegal Possession Ammunitions.

Based on the report submitted by PSSUPT Francisco A Esguerra to PDir Francisco A Uyami Jr., the complaint stemmed from Salma Gundul y Batugan and Ralhana A Matanog both DVD vendors in San Manuel area in Pangasinan reported the alleged extortion activities of the two male persons asking them money as police protection and introducing themselves as members of PNP-CIDG.

Acting on the said complaint, CIDG members and San Manuel Police operatives proceeded to the area and immediately responded and affected the arrest of the duo while in the act of receiving money from complainant Salma. Seized from their possession and control were Php5,040. Including P200.00 extorted cash from the victims, one 10 rounds magazine loaded with 8 live ammos for cal 45 and different identification cards of PNP-CIDG, CIS cards.

On August 11, 2013 at around 2:00 A.M. elements of EPD –CIDG led by PCI Reynante Galang conducted police operation relative to the complaint of Nancy Lucay-Lucay y Ejas, operation manager of Don Carlos KTV Bar in Bangbang, Pasig City against alleged CIDG personnel who where extorting money as weekly police protection PSSupt Roberto Fajardo, NCRCIDG Chief said.

Based on the report submitted, PDir Francisco A Uyami, Jr said that incidental to a lawful arrest, the operatives was able to recovered from the possession and control of the suspects are two sets of PNP athletic uniform, 0ne caliber 38 revolver without serial number and five live ammunitions and motorcycle with plate number registered to Mr angel Nieves, Jr.

Arrested suspects together with evidences confiscated were brought to EPD CIDG for proper booking and documentation. Cases of Robbery Extortion, Illegal Possession of Firearms (RA 8294) and Usurpation of Authority are being readied for filling before the Prosecutors Office against the suspects.

The bombing at Kyle’s Bistro at the Limketkai Center, Rosario Arcade in Barangay Lapasan, Cagayan De Oro City last July 26, 2013 that resulted in the killing of 8 male persons and the wounding of 46 other civilians may finally bring justice to the casualties PD Francisco a Uyami jr, CIDG Director said.

Basing on reports of PSSUPT Eliseo Rasco, 10 Regional CIDU Chief, murder charges have been filed last August 6, 2013 before the City Prosecutor of Cagayan De Oro City against USMAN HAPDIS @ Mam Man, a known member of Khilafa Islamiah Mindanao (KIM), a local affiliate of the notorious Al Qaeda Terrorist Group.

Rasco told Uyami that Hapdis have some 40 regular members, 8 of whom are hard core followers and 15 are presently undergoing Arabic language course since July this year.

Hapdis and an undetermined number of his group were charged of Multiple Murder while 6 other identified KIM members, together with 23 others who were identified last august 8, 2013 by complainants and witnesses were charged with frustrated murder and malicious mischief.

Uyami said that the operation is in compliance with the directive of PDG Allan LM Purisima to intensify the campaign against proliferation of dynamite and explosives components in the hands of unauthorized dealers.

Arrested person is in the custody/detained at Sulu CIDT. A case for violation of PD 1866 as amended by R.A. 8294 and further amended by R.A 9516 (Illegal Possession Manufacture, dealing in, acquisition or disposition of Firearms, Ammunitions or Explosives) is being prepared for inquest at Sulu Prosecutors Office.

At about 4:50 AM of July 28, 2013 joint operations of Davao del Sur CIDG led by PCI ALVIN AVELINO, personnel of DPCR, 39th Infantry Batallion, Philippine Army and personnel of PIB, Davao del Sur PPO conducted police operation which resulted to the arrest of one Ma. Loida Magpatoc y Tuzo, 52 years old and a resident of Brgy. Bitan-Agan, Butuan City by virtue of Warrant of Arrest in CC Number 2252 for Robbery with Double Homecide and Damage to Properties said PD FRANCISCO A UYAMI, JR.

The warrants were issued by Honorable Zenaida Placer, Executive Judge, Branch 7 Agusan del Sur dated September 3, 2004. Subject arrested person was tagged as PNP’s Most Wanted person under DND-DILG Joint Order Number 10-2009 with a monetary reward of Php5.6 million pesos.

Subject arrested person was brought to Davao del Sur for booking and documentation and temporary detained at Digos City Police Station pending commitment order from the court concerned.

On July 25, 2013 at around 4:00 P.M. operatives of Nueva Ecija CIDT & Nueva Ecija PPO led by PCI Mario Sagcal in coordination with Anti-kidnapping Group arrested one John Viterbo y Del Rosario while in the act of receiving ransom money amounting to Php 400,000. At the parking lot of Mega Center Mall in Cabanatuan City said Police Director Francisco A Uyami, Jr., Director CIDG.

The CIDG operation resulted in the rescue of kidnap victims Aurelio Villaflor, 62 years old, Executive Vice President of GM Bank and Evangeline Urgente, 37 years old, businesswoman, who were abducted by seven (7) armed men last July 24, 2013 around 7:55 in the evening at Barangay Dinayarayat, Talavera, Nueva Ecija.

Uyami said in his report to Chief, PNP PDG Allan LM Purisima, the kidnappers demanded P3.5 million but ended up to Php 400,000.

Arrested suspect is now in the custody/detained at Nueva Ecija CIDG for documentation. Case is being readied for inquest of suspect at Cabanatuan Prosecutors Office

Based on the report of PSUPT WILSON DENAMARCA to PDIR FRANCISCO UYAMI JR., on July 25, 2013 at around 3:15PM , joint elements of CIDG-ARMM under PSUPT WILSON DENAMARCA together with the dedicated team of Oplan Pagtugis and LTC HONGITAN, Battalion Commander of 45th Infantry Battalion, Phillippine Army Regional Intelligence Unit 15 affected the arrest of MAMA HABIB of Barangay Manungkaling, Mamasapano, Maguindanao by virtue of Warrant of Arrest issued by Honorable Jocelyn Solis Reyes, NCR Judge of Quezon City dated July 21, 2013 for the crime of Murder fifty eight (58) counts.

Arrested person is one of the suspects in 2009 Maguindanao Massacre. He is now detained and under the custody of CIDG-ARMM for proper disposition and subsequent turn-over to concerned court for commitment to Bicutan Jail in Taguig City.

Record shows that a total of One Hundred Twelve (112) Maguindanao Massacre suspects were arrested as of this date.

The allegations of pocketing shabu and cash against the operatives of the anti Organized Crime Division (AOCD) of the Criminal Investigation and Detection Group during the arrest of drug lord Jackson Dy and his wife Wang Li Na only benefitted the bigtime drug syndicates.

According to embattled AOCD Chief Senior Superintendent Jose Mario Espino the operation against the Chinese couple and another escaped drug lord LI Tian Hua was a focused police operation. Four months into his consumption of the AOCD, he was determined to do a good job and create an impression to the new CIDG Chief Director Frank Uyami.

Espino said the arrest of LI Tian Hua could be the culmination of their painstaking surveillance operation since Li Tian Hua, acknowledged as the biggest shabu supplier in the country who enjoyed protection being a son of Chinese general. But with the arrest of the Chinese couple Li Tan Hua is expected to be alarmed and their drug operation would be at risk.

“The entire drug syndicate is now on the offensive. Their focus now is to destroy and discredit the police unit and their operatives. They can easily do it as they have entrenched connections among law enforcers, prosecutors, judges and even the media,” Espino said.

According to Espino, the witnesses against his police team were obviously lying. The allegations against them were “concocted fairy tales about police corruption, riding high on anti-police sentiment due to recent negatives reports about some members of the Philippine National Police.”

The media is an easy prey for manipulation, he said, since it always wants something sensational, and what can be more sensational than policemen accused of pocketing huge volume of shabu and millions of pesos.

Drug syndicates have enormous funds at its disposal that they can pay investigators and media people to throw off the efforts of well-meaning policemen running after them, according to Espino. “After the false expose, I and my men were placed in “freezer” and were stopped from monitoring the drug production, drug distribution and money laundering activities of Litan Hua,” he lamented. Li is believed to be higher in rank than Dy and Na and has access to bigger resources and connections from top officials. Espino refused to elaborate.

With the arrest of DY and Na, AOCD operatives were already geared to their next level of operations of starting the series of arrest and raids on the drug production facilities, distribution points and money laundering facilities and personnel. But the false expose stopped all of these, he said.

“We were almost there to bust the biggest drug syndicate in the country, but the drug lords are now laughing at us and taking advantage of the inactivity of the AOCD.”

On July 22 and 23, 2013 the different Regional Offices of the CIDG in REGIONS 3, 9 11,& 13 conducted simultaneous police operations which led to the arrest of six (6) MOST WANTED PERSONS.

Joint elements of Zambales CIDT on July 23, 2013 led by SPO4 Victor R Degollado under the direct supervision of PCI FERDINAND DG AGUILAR arrested Edward RADONA y Reyes, male, 38 years old and a resident of Brgy. Maloma, San Felipe, Zambales listed Nr 1 MWP in the province of Zambales and Municipal level of San Narciso Zambales by virtue of Warrant of Arrest issued on September 25, 2010 for Viol of Art 266-A(2) in relation to RA 7610 in Criminal Case 5843-A with no bail recommended.

Also at RCIDU 11, joint elements of DSCIDT led by PCI ARVIN B AVELINO arrested Diana Rose Dela Cruz Denzon, 26 years old and a resident of Sta Cruz, Davao del Sur by virtue of warrant of arrest for Estafa docketed under CC Nos. 153 (2013). And another Quezon Parba Hisula, male, 29 years old and a resident of Digos City, Davao del Sur was also arrested by virtue of warrant of arrest for Murder. Joel Martinez Abarico, 42 years old, married, heavy equipment operator, resident of Canlanipa, Surigao City was arrested by 13RCIDU operatives led by PCI NAPOLEON PABLO DUQUEZ on same date by virtue of warrant of arrest in Crim Case No. 911 for Viol of Sec 68 of PD 705 as amended by EO 277 with recommended bail bond of Php 40,000.00

On July 22, 2013, combined elements of 9RCIDU arrested one Patricio Mirafuente Lasconia by virtue of Warrant of Arrest for Robbery in CC No. 10089-2k11 with Php 100,000.00 bail bond recommended. Subject arrested person is a member of “Cadavero/Kambal Group” engaged in Robbery Hold-up activities operating in NCR, Misamis Occ and Zamboanga del Sur, listed as No. 3 Top Most Wanted Person in Tangub City. While on same date 13 RCIDU operatives led by PCI ARVIN BATEDOR MONTENEGRO arrested Micheal Canonio Biasca, Filipino, male, 55 years old, married, trisikad driver and a resident of Carmen, Agusan del Norte by virtue of Warrant of Arrest in Crim Case No 16599 for Rape with no bail recommended.

The Criminal Investigation and Detection Group – AFCCD led by PSI Allan Uy together with representative from SMBI seizes voluminous fake San Miguel Beer products PCS Francisco Uyami, CIDG Director said.

In a report from the Acting Chief AFCCD, Uyami identified Wyndel Puzon y Cruz owner of Wndel Store/Storage house wherein two (2) Search Warrants were implemented/served on July 6, 2013 along Yujuico Street, Brgy. Tabing Ilog, Tanay, Rizal and along Calumbay Street, Brgy Plaza Aldea, Tanay Rizal, respectively.

As a result, the following items were seized/confiscated: more than 300 red horse cases with bottles 1000 ml., 88 red horse 500ml cases with bottles, 24 san mig light 330ml cases with bottles, 38 san miguel beer pale pilsen, 20 pieces rubber stopper 4 cases with twenty four pockets of red horse and one box full of red horse crown.

Consequently, the operation resulted to the arrest of Wyndel Puzon Y Cruz (owner) and Camilo Santos Y Zafra (companion). Both arrested suspects were brought to AFCCD office in Camp Crame, Q.C. for documentation. A case for violations of Sec 155 (Trademark Infringement) and Sec 168 (Unfair Competition) in rel to Sec 170 of R.A. 8293 and R.A. 3720 as amended by R.A. 9711 (FDAAct of 2009) was filed at Tanay, Rizal on July 7, 2013 against the two arrested suspects.

Uyami, who ordered an intensified OPLAN PAGTUGIS campaign against the most wanted persons nationwide, Ray Rios y Badillo, wanted for Murder listed as #5 MWP in Quezon City was arrested yesterday (July 7, 2013) by elements of the QC CIDG led by PCI Wilfredo Sy and PCI Sulit, DILG at slum area in Brgy Tatalon, Quezon City. The RTC Branch 219 Judge in QC RTC issued Rios’s unbailable warrant. In the same day, (July 7) at Purok Licao-licao, Barangay San Isidro, Sn Jose Del Monte, Bulacan team of PCI Rodolfo Santiago arrested Paquito Salindayao y Bordallo @Paquing by virtue of Warrant of Arrest issued by Judge Dumlao II of RTC Branch 81, Malolos City for Murder with no bail recommended. In Zambales, a warrant of arrest for attempted rape issued by RTC Brnch 73 Olongapo City Judge Jose L Bautista paved the way for arrest of Venerando Paje y Olivas at Barangay Consuelo Norte, San Marcelino Zambales last July 5, 2013 .He was listed as the 2nd most wanted person in Zambales. On July 4, 2013, team of PCI Roger Sebastian arrested one Roberto Pabon y Giluela at lapuz, lapaz, Iloilo City by virtue of Warrant of Arrest in CC no. 11-69753 for the crime of attempted murder with bail recommended of Php 120,000.00. Hence far, CIDG has maintained its high score in the arrest of the most wanted persons nationwide.

Arrest of #7 MWP in Binangonan, Rizal

The Criminal Investigation and Detection Group - RCIDU 4-A led by PSI Rodel M Castalone together with Binangonan MPS operatives conducted manhunt operation in the area of Quezon Street, Brgy Libis, Binangonan, Rizal which resulted in the arrest of Romeo Celestial y Aragon, 52 years old and a resident of #20 Quezon St., Brgy Libis Binagonan Rizal by virtue of warrant of arrest with CC# 12-0160 for violation of R.A 9165 also known as Possession of Dangerous Drugs issued by Hon. Judge Ma. Conchita D. Lucerode Mesa of RTC Br. 70, Binangonan, Rizal.

The bail recommended for his temporary liberty is Php 200, 000. Said arrested person is listed as no. 7 most wanted in that municipality. He is now temporarily detained at the Binangonan Municipal Police Station prior to his turn over to court concerned.

Six months buried in the vicinity of a warehouse in the remote barangay of Digumased in Dinapigue, Isabela, the body of a murdered victim has been recovered by seasoned sleuths of CIDG-CIDD which brings to solution a 6-month old “cold case” pending before the sala of NCJR Branch 22 Executive Judge Mariano Dela Cruz, PCS Francisco Uyami, CIDG Director announced today.

The murder victim was identified by Uyami as Romeo Mejia who was killed in a warehouse in the remote Barangay Digumased on December 24, 2012 by suspect Diego Dionisio. Witnesses said Mejia was smashed in the head with the butt of a carbine rifle and thereafter was buried in the same place where he was killed.

PSSupt Pedro Austria, CIDG-CIDD chief said Mejia’s wife sought the assistance of Jerico Javier of TV5 who in turn, approached him for the service of two (2) search warrants in Isabela last June 20. Losing no time, Austria formed a team and went to coordinate with the 2nd RCIDU and the Isabela PPO.

Arriving at Dinapigue, Isabela on June 24, Austria’s team proceeded to suspect Dionisio’s given address to serve the search warrants for Illegal Possession of Firearm, but the later was not around. While the search progresses, in plain view, the team found illegally cut narra and bolong-eta woods with an approximate value of more or less PhP50,000.00. Austria ordered them turned over to the local DENR,

The following day, at 10 in the morning, Austria’s team returned hoping to find Dionisio, for the service of another warrant for Murder. Still, he was not around. In the presence of the latter’s common law wife Susan Bernardo-Balala and barangay officials in the area, Austria ordered the digging of a certain spot in the warehouse vicinity. There they found the skeletal remains of victim Mejia who was identified by his wife through his maong short pants, faded brown belt and long sleeves which the victim wore when he was last seen on Christmas eve.

Charges are being prepared for Dionisio’s common law wife together with Diego Dionisio Jr for murder and violation of environmental law.

A joint team from the Commission on Overseas Filipino, Presidential Anti-Organized Crime Commission, RIU-NCR, IG and the CIDG Anti-Transnational Crime Division busted yesterday, a syndicated ring operated by a Korean national engaged in the famous mail-order-bride scheme, PCS Francisco Uyami, CIDG Director said.

In a report from the Chief ATCD, Uyami identified the Koreans as Kim Yoon Seok, a retired South Korean soldier and Soo Chae Kim, an engineer who both reside at Charbell Village in Dasmarinas, Cavite. Sintin told Uyami that the scheme done by the tandem of Imelda Fabella and her live-in partner Soo Chae Kim is to encourage the Filipino females into contracting marriage with their Korean clients. The duo also promised them help that will alleviate their living conditions.

Seok, the retired South Korean soldier, Sintin said is a victim of the scheme awaiting for his supposed bride when arrested at his fellow citizen’s residence in Charbell Village. Some Koreans who have been promised "brides" are yet to come and can choose among the 30 females that the team had just rescued.

Their three (3) Filipino accomplices were identified as Sherwin Belar and Imelda Fabella, both of Angela Village II, Bacoor Cavite and Edgardo Salazar of Central Bicutan, Taguig City.

Seized at the Korean's residence were a Starex van, a Honda CRV and a Nissan SUV, together with boxes of marriage contracts, three (3) dry seals they use in their documentation, passports and IDs.

Chief ATCD, PSSupt Alex Sintin, who spearheaded the random raid at the syndicate's hideout said thirty (30) young females, to include a minor identified as Lenny Arive. She is 16 years old and had her address in 3rd Avenue, Caloocan City.

Charges for violation of RA 9208 amended by RA l0364 (Expanded Trafficking in Person) and RA 6955 (Mail Order Bride) are set to be filed against the arrested suspects.

OPLAN "Megashoppers"

Personnel of AFCCD- CIDG led by PSINSP ALLAN A UY together with Optical Media Board Chairman Ronald N Ricketts conducted operations against illegal selling/trading of pirated DVDs in San Pedro and Biñan, Laguna. Said operations resulted to the confiscation of approximately 27,000 pieces of assorted pirated DVDs. Confiscated items were brought to the office of the OMB for proper disposition.
Four (4) Most Wanted Persons listed in their respective provinces have been arrested by dedicated tracker teams of the CIDG based in Regions 1, 5 and 6 last June 22 and 24, PCSupt Francisco A Uyami said today.

Uyami, who ordered an intensified OPLAN PAGTUGIS campaign against the most wanted persons nationwide, said Noel Ompoc y Canete, wanted for Murder and Frustrated Murder in Masbate, was arrested last June 24 by elements of the Bataan CIDT at Barangay Mambog, Hermosa, Bataan. The RTC Branch 49 Judge in Cataingan, Masbate issued Ompoc’s unbailable warrant.

Ompoc was also listed as number 3 most wanted person in Region 5, where a reward of PhP90,000 awaits the informant for his arrest.

In Zambales, a warrant of arrest for frustrated murder issued by RTC Judge Josefina Farrales paved the way for arrest of Mario Dumulot y dela Cruz at Barangay Cabatuan, Botolan, Zambales also last June 24.He was listed as the 8th most wanted person in Region 3.

Last June 22, Felix Umandac of La Carlota City, Negros Occidental, listed as number 4 in the list of most wanted persons in Region 7 was also arrested by virtue of another warrant penned by a Cebu City court. He was arrested together with Cresencio Alison Jr, of Carcar, Cebu.

In the same day, Arlene Pante y Daco, was likewise arrested in Barangay Calabanga, Camarines Sur based on a warrant of arrest issued by Hon Judge Pedro Redona with a bail of PhP80,000.

Thus far, CIDG has maintained its high score in the arrest of the most wanted persons nationwide.

Last weekend, the different Regional Offices of the CIDG in REGIONS 1, 2, 4A, 8, 11, 13 & NCR conducted simultaneous police operations against all forms of illegal gambling activities which resulted in the arrest of twenty seven (27) employees/personnel of Jueteng, lotteng, swertres, bookies karera and last two digit gambling activities. Three (3) of them were identified as “cabo” one Oscar Acosta, who was arrested in Sur, Cordon, Isabela, GamalMarohum of Sulup, Davao, Del Sur and Thelma Tiamzon, owner /financier of (lotteng) in Molino 4, Bacoor, Cavite.

Also, confiscated from that operations were bet money with a total amount of Php 20, 608.00., bundles of papellitos with numbers, video camera, cct camera, landline telephone, calculators, stamp pads and other gambling paraphernalia.

Arrested suspects were facing criminal charges for violations of PD 1602 as amended by RA 9287.

Uyami said, the CIDG will maintain its aggressiveness to continue in conducting operations against all forms of illegal gambling activities unless it will be totally stopped.

Arrest of suspect for Kidnapping of minor and Illegal Possession of Firearm

Suspect Julius Baltazar, 27 yo, a resident of San Mateo, Rizal was arrested by personnel of WCPD last June 22, 2013 in reaction to the complaint of Angelica Quirequire regarding the abduction of her 1 year old daughter last May 29, 2013 at Tondo, Manila. Recovered from him were a Cal. 38 revolver bearing Serial Number 47153 and three (3) live ammos.

A member of the Abu Sayyaf Group (ASG) wanted for at least two high-profile kidnapping cases, particularly the kidnapping for ransom of an American priest in Southern Philippines, has been arrested by a joint Criminal Investigation and Detection Group - ISAFP team.

USTADZ HAMAD IDRIS, alias “EDRIS OMAR ABDULATIP JR.,” was arrested at around 10:30 am Tuesday (June 4 2013) along Tandang Sora Ave., Brgy. Culiat, Quezon City, said PSSupt. Roberto B. Fajardo, Regional Chief CIDG-NCR, in a report to CIDG Director Chief Supt. Francisco Uyami.

The suspect, who had a P600,000 bounty on his head, faces arrest warrants for the kidnapping of American priest Clemence William Bertlesman and six (6) Jehova’s Witnesses members on July 31, 1994 in Indanan, Sulu and on August 20, 2002 in Patikul, Sulu, respectively.

Judge Allen Abubakar of the RTC , Sulu, Branch 3, issued the arrest warrant in 2005 against the suspect and five (5) other ASG members for the kidnapping and frustrated murder of Bertlesman. Bertlesman, who was 69 at that time, was about to hold a Sunday Mass at the Asturias Chapel in Indanan when abducted. A firefight between ASG members and the MNLF ensued, wherein Bertlesman was wounded in the cross fire. The American priest was rescued after several hours.

In 2009, Judge Toribio Ilao Jr. of the Regional Trial Court ( RTC) Br. 266, Pasig City, issued another warrant against Idris for the kidnapping and serious illegal detention with ransom of six Jehova’s Witnesses in Patikul. In a court hearing, two of the victims, Amily Mantec and Roland Ulla, who were able to escape on April 18, 2003, positively identified Idris as he was their caretaker during their 242 days of captivity.

Uyami said the suspect’s arrest was a result of months of “painstaking surveillance” by CIDG-NCR and ISAFP members led by Police Chief Inspector Wilfredo Sy, who combed the Muslim communities in Brgy. Culiat and Maharlika village in Taguig City where he was reportedly being coddled and given refuge for several years. Sy likewise coordinated with the DOJ-Task Force Anti-Terrorism during his stake-out operations.

The CIDG and the Bureau of Jail Management and Penology today signed a memorandum of agreement in a bid to resolve criminal cases which have stalled in various criminal courts and at the same time easily identify criminals who are still on the loose.

In a memorandum signed by CIDG Director PCS Francisco A Uyami and BJMP Director Jail Chief Superintendent Diony D Mamamaril today at the CIDG headquarters, both parties agreed to share information on whereabouts of criminals and other pertinent information to facilitate fast verification and identification of criminal offenses.

The MOA likewise stipulated that the BJMP will assist the CIDG in the investigation of high profile criminal cases; allow the CIDG an unimpeded access to prisoners' records, photographs and physical examination. It also allowed the prime investigating agency to interview and interrogates prisoners.

Meanwhile, the CIDG will assist the BJMP in the creation of a data base of criminals, Most Wanted Persons and other necessary help in the resolution of crimes.

On June 11, 2013 at about 6:00 o’clock in the morning, joint elements of Nueva Ecija CIDT and PPSC- NEPPO under the supervision of PCI MARIO O SAGCAL implemented the Search Warrant No. 113-2013 dated June 5, 2013 for Violation of PD 1866 as amended by RA 8294 (Illegal Possession of FAs and Ammunitions) issued by Executive Judge Honorable Angelo C Perez, of RTC, Branch 27, Cabanatuan City which resulted to the arrest of Jacinto CAPINPIN y Medrano and Cecilio CAPINPIN y Medrano at their residence located at Brgy. Imbunia, Jaen, Nueva Ecija.

Confiscated from suspect Jacinto M Capinpin were: One (1) unit of Cal 38 Revolver with markings Armscor 202 with SN: 832086 loaded with six (6) pieces of live ammunitions; One (1) unit of Home Made 12 Gauge Shotgun without serial number and markings and assorted ammunitions for different caliber. Also, Cecilio M Capinpin surrendered to the team one (1) Cal 38 Revolver while the 12 gauge shotgun was seized inside the master bedroom of his residence.

Subject arrested persons together with the seized items were brought to the NECIDT Office for further investigation and documentation. Case for Violation of PD 1866 as amended by RA 8294 is being prepared for filing before the Provincial Prosecutor’s Office, Cabanatuan City.

Campaign against Illegal Trade of Unauthorized Medicines and Sex Enhancing Drugs

The AFCCD –CIDG operatives together with representatives from Food and Drug Administration conducted police operation on June 7, 2013 in the area Paranaque and Pasay City which resulted to confiscation of assorted banned and unregistered medicines and sex enhancing medicines with an estimated amount of Php50,000.00. as per evaluation by the technical personnel from FDA.

The establishment’s subjects of seizure operation are as follows: Happiness Chinese Drugstore and Excel Chinese Drugstore, Century Chinese Drugstore and Baclaran Chine Drugstore all located in Paranaque City, and Lactao Drugstore in Pasay City.

PSUPT Francisco M Esguerra, Chief AFCCD instructed PSI Nino Lope Briones, the then team leader of operation to properly coordinate with Nemia Getes, OIC of NCR-FDA for proper disposition/turnover of confiscated items for laboratory examination.

Case for violation of RA 3720 as amended by RA 9711 also known as Food and Drug Admin Act of 2009 is being readied while the administrative sanctions will also prepared by the FDA against the owners, managers and pharmacist of the mentioned establishments.

The AOCD-CIDG operatives led by PSSUPT Jose Mario Espino conducted Anti-Illegal Gambling operations in southern Metro Manila particularly the area of NP Cruz, Barangay Ususan, Taguig City which resulted in the arrest of Jovito Magnait Jr. y Tayag, allegedly the owner/ maintainer of a gambling den and seven (7) other employees, rebisadores and kabos.

Espino said suspects were arrested after a confidential agent placed a bet with one of the “kobradors” that led operatives to the jueteng den. Arrested suspects were caught in the act of revising and counting bet monies and arranging gambling paraphernalia inside the house of Magnait.

Confiscated from them were the bet money amounting to Php 6,314.00, one (1) unit of Sym motorcycle, one (1) Honda wave motorcycle and assorted gambling paraphernalia.

Accordingly, Espino said that Magnait revealed to him that the financier is a certain ALLAN MANUELA who allegedly manages the “Jueteng” operations in the area of Southern District of Metro Manila, is a retired PNP member and has connections with local government officials and other PNP members.

CIDG Director Uyami instructed Espino to conduct a thorough investigation on the said allegation and added that CIDG men will continuously intensify the operations on all forms of Illegal Gambling activities in Metro Manila and nearby provinces until it is absolutely stopped.

Proper charges pursuant to the provisions of PD 1602 are being readied against Magnait and the seven (7) others.

The CIDG operatives of Negros Occidental CIDG led by PCI Fernando Salvatiera conducted police operation on May 30, 2013 at around 4:30 a.m. re service of warrant of arrest which resulted in the arrest of Samuel Villacanas y Arsaga who has been hiding for a year for the crime of rape wherein his victim is a 15 year old girl. He was arrested in the area of Sitio Canlupa, Brgy Tinungan, Isabela, Neg Occ by virtue of Warrant of arrest issued by Judge Nilo Sarsaba of RTC 6. Suspect is now in the custody of Bacolod CIDG prior to his turn over to court concerned.

Also, on the same date, team of PCI Roger Sebastian of Iloilo CIDG arrested one Steven John Padrones y Labis, 32 years old, married, and a residence of Brgy Poblacion-C, Iloilo. Suspect was arrested on his residence by virtue of Warrant of Arrest for the crime of rape. WOA was issued by Hon. Judge Rene S Hortillo RTC6 with no bail recommended. Arrested suspect is now in the custody of Iloilo CIDG for proper documentation and prior to his turn over to court concerned.

Criminal Investigation and Detection Group (CIDG) and NBI 7 operatives jointly arrested Atty. Serafin Araula Abellon-legal officer of the Bureau of Immigration and Deportation after an entrapment operation was conducted by the above mentioned agencies headed by PSSupt Sintin of Anti-Transnational Crime Division (CIDG) last Friday May 24, 2013, inside the immigration office in Mandawe City.

The complainant Mr. Jaimes Samuel Mercier, a retired US Navy alleged that he sought assistance of abellon and requested for the extension of his Visa after Abellon demanded Php.25,000.00 in consideration for the said application to stay in the Philippines which actually legally cost for only Php 2,800.00,. Complainant then gave Php 10,000. to abellon when the remaining Php 15,000. was demanded, complainant asked the assistance of CIDG and NBI hence, this arrest .

Prior to this case, in 2009, abellon was also sued for Graft and Corruption and Grave Misconduct for extorting money from a Japanese National in Tagbilaran, City for the same modus operandi.

A case for violation of RA 3019 (Anti Graft and Corrupt Practices Act) was filed against Atty Serafin Abellon at the Office of Ombudsman.

Accomplishment on Campaign against Pirated DVDs

On May 21, 2013 in the afternoon CIDG operatives from AFCCD under the supervision of PSUPT Francisco Esguerra conducted an operation against illegal selling/trading of pirated DVDs in the areas of Metro Manila (Sucat Paranaque and Muntinlupa City) .

This police operation was led by PSUPT Joe Wilson J Denamarca with PSI Nino Lope M Briones together with a team from Optical Media Board led by Chairman RONALD N RICKETTS.

Said operation resulted to the confiscation of one (1) aluminum closed van bearing plate no. ZMJ 897 and Fifty Six (56) boxes of assorted pirated DVDs with a total amount of Php 8 million as per assessment of OMB personnel.

Confiscated pirated DVDs were brought and placed under the custody of the optical Media Board Compound located at Brgy Laging Handa, Quezon City for proper disposition.

The CIDG will speak today in a workshop/seminar on Search, Tracking and Manhunt Operations of Most Wanted Persons at the CIDG Regional Offices 6,7,8, and 9 which will be conducted at Sacred Heart Center Jacosalem Street, Cebu City the list of top most wanted persons (LEGACY GROUP and BIG 5) nationwide together with their updated photos and rewards as approved by the Department of the Interior and Local Government (DILG).

PCS Francisco A Uyami, Jr. , the Acting Director of the CIDG said the seminar is designed at pursuing the objectives of CIDG’s Oplan Pagtugis, a flagship project intended to launch manhunt operations through a comprehensive and integrated system in the arrest/apprehension of local and international fugitives.

Uyami noted that with the way criminals effortlessly slip out from one place to another, the law enforcers will find it difficult and very hard to track their quarry. To address this problem, Uyami said he thought of coming out with a program of instruction to revitalize CIDG’s effort in the search, tracking and manhunt operations against the country’s top most criminals.

This seminar/workshop will be echoed nationwide by the team of Detective and Special Operations Division (DSOD) of CIDG headed by PSSUPT Harris Fama. Also, in this program, all the Regional Offices of the CIDG are required to compose its tracker team which is dedicated to monitor the MWPs in their AOR.

Arrest of Most Wanted Person In Pangasinan with Php90,000 reward

The CIDG Pangasinan arrested one Kevin Abalajen y Nardo under the list as one of the most wanted persons in Pangasinan (Regional Level) by virtue of Alias Warrant of Arrest for Murder Case filed against him last April 2011 wherein the victim is a 14-year old girl identified as Daren Asunsion y Augia of Balaoan, La Union.

This police operation was initiated by the team of PCI Arbel Mercullo and team from La Union PPO and Bacoor City Police Station under the supervision of PSSUPT Felipe Natividad, Regional Chief of RCIDU1.

Mercullo said that the suspect was arrested at the vicinity of Tabing Dagat, Alima in Bacoor City, Cavite on May 21, 2012 at around 4:30 P.M.

Suspect is now detained at the office of 1RCIDU prior to turn over to the issuing court

Calabarzon’s king of investment scam finally met his downfall when CIDG operatives nabbed him at the Rotunda in Tagaytay City last Wednesday ( 15 May) at 3 in the afternoon, PCSupt Francisco Uyami , CIDG Director said in a report to PNP chief PDG Alan LM Purisima, this morning.

Uyami said Vincel Pedernal y Dimaculangan, 33 yrs old, of 6 Honduras Street, Loyola Grand Villas, Barangay Pansol, Quezon City, who was featured in GMA 7’s TV program last Dec 2, 2012 as a scam artist being denounced for gypping hundreds of victims, was arrested via thirty (31) one various warrants of arrest for syndicated estafa.

Tagged as the investments scam king of Calabarzon and region 3 by his victims from Regions 4, 4A and 3, Pedernal and wife Anna Fatima were believed to have amassed more or less 1 billion pesos in all from several investors who put in their monies in Pedernal’s Agri-Point Enterprises purportedly with offices in Padre Garcia, Batangas.

PSSupt Pedro Cabatingan, 4ARCIDU chief told Uyami that PSI Rizaldy Garcia, a bemedalled CIDG officer who is a known sleuth and investigator who turned officer, together with SP01 Ramon Espenida collared Pedernal in the vicinity of the Rotunda.

Cabatingan added that their information is that Pedernal and wife have defrauded more than one hundred (100) victims in these provinces since 2011 and have gone hiding until his arrest.

Padernal is now in the custody of RCIDG4 and undergoing booking and documentation prior to the return of his warrants of arrest to the proper courts.

Two (2) regular member of the notorious Abu Sayyaf Group long wanted for series of kidnapping incidents in Maguindanao province has been arrested by Cotabato-based CIDG operatives over the weekend, PCSupt Francisco A Uyami Jr, CIDG Director said in a report to PNP Chief, PDG Alan LM Purisima today.

Uyami identified the wanted ASG member as Amin Baco alias Reenor Dongon/Codre/Abu Jihad/Johan and Emiahe Acmad alias Imran/Napeh, both subjects of warrants of arrest issued by the NCJR, RTC Br 261, Pasig City and the RTC 9th Judicial Region, Br 16, Zamboanga City, both for kidnapping with serious illegal detention.

ARMM-CIDG chief PSupt Godfrey Convento told Uyami that his men led by PCI Jovit Culaway led the arresting team with the augmentation of PNP SAF, RIU-15, RSGTG-Lanao Sur and PAOCTF. Convento said that at about 4:20 in the afternoon of May 11, the joint team swooped down on Barangay Fort, Marawi City where the duo were cornered in a place believed to be their safehouse.

Convento added that when the team broke through the safehouse, Acmad give in without resistance while Baco, in a bid to escape, jump out of the window at the back of the house and hid among the thickly populated houses nearby. Swift and precise execution of the team’s plan prevented Baco to go farther, thus cornering him after a rigid scouring of the area.

A further search inside the safe house revealed the presence of seven (7) improvised explosive devices which the ASG have assembled and believed to be used in other bombings in target places in Maguindanao. Information gathered also revealed that previous bombing incidents recently and in the past years, were a handiwork of this group, Convento stressed.

A case for possession of explosive devices is being prepared for filing against the duo in Marawi City. (x)

(OPLAN PAGTUGIS) Neutralization of Alah Lahay-Lahay y Umalsa, leader of Ozamis Bank Robbery Group and listed as No. 3 Most Wanted Person in Paranaque City

After more than two (2) weeks of intensified surveillance, the leaded of dreaded “OZAMIS GROUP” responsible in the series of Robberies in Metro Manila, ALAH LAHAY-LAHAY Y UMALSA, 39 years old, of Brgy. Capucao, Ozamiz City who is ranked No. 3 MWP in Paranaque City was finally neutralized. Said fugitive was arrested on May 7, 2013 at around 2:55 P.M. at Fait Hospital, Last Aguada cor Bonifacio Street, Ozamis City by joint force of AOCD- CIDG and PPSC, Misamis Occidental PPO under the supervision of PSSUPT ESPINO by virtue of Warrant of Arrest for Robbery (Hold- up) docketed under CC No. 08- 0002 with Php 200, 000 of bail recommended.

Lahay- lahay and his group had been the subject of manhunt operation for several years for committing various criminal offenses in Metro Manila in which Warrant of Arrests were issued against their group.

Arrested suspect is now in the custody of Misamis Occidental PPO prior o his transfer to Manila and be brought to Parañaque RTC.

This police operation is in line with the directive of PCSupt Francisco A Uyami Jr who relentlessly pursue and arrest fugitive and lawbreakers.

Pasig Police Arrested by CIDG

PO2 Ryan Concepcion, member of Pasig Community Police Precinct was arrested by operatives of WCPD- CIDG on May 3, 2013 for alleged Violation of RA 8353 (Anti Rape Law) and RA 7610 (Anti-Child Abuse Law).

The operation was stemmed from a complaint of a minor girl @Syrel, 14 years old and a resident of Santolan Pasig City who was allegedly sexually abused by Concepcion last May 2, 2013 at around 3:00 in the afternoon inside the Police Community Precinct 24.

Said police is now detained at the CIDG Detention cell while waiting for the resolution of the case from RTC Pasig City. Further, administrative case is being readied against said erring police man.

Neutralization of Batangas Romblon Leyte (BRL) Group


On May 3, 2013 at about 2:30 P.M. joint elements from NCR-CIDG, with the supervision of PSSUPT ROBERTO B FAJARDO, and DID- SPD conducted police operation at the vicinity of Banco De Oro, West Rd Sucat, Paranaque Branch which resulted to the arrest of six (6) persons believed to be a members of the BRL (Batangas Romblon Leyte) Group an organized syndicated robbery holdup group responsible for a series of bank robbery.

Arrested suspects were identified as Rex Saligada,Mario, Mario Ordones, Rolly Flores, Jaylord Fortuna, Rowelito Aranio, and Michael Labtic, who all bore tattoos marked “BRL”. Confiscated from these suspects were four (4) 38 caliber paltik revolver, one (1) 9mm Daewoo pistol, one (1) hand grenade and several ammunitions in different caliber.

A case for violation of PD 1866 as amended by RA 8294 and further amended by RA 9516 (Illegal Possession of Firearms, Ammunitions and Explosives) and PD 1766 (Ominibus Election Code of the Philippines) were filed against suspects at the Paranaque Prosecutors Office docketed under IS XV-12-INQ-13D 00971.

Suspects are now detained at the Southern Police District CIDG while waiting for the resolution from Prosecutors Office.

An arms cache have been confiscated/seized by raiding police elements in the residence of Pulupandan,Negros Occidental Mayor Magdaleno Peña today, PCSupt Francisco A Uyami Jr., CIDG Directorsaid.

Through a search warrant issued by QC RTC BR 85 Judge Maria Filomena Singh, PSSupt Keith Singian, CIDG Dep Director for Operations and overall ground commander of the raiding teams said an arms cache consisting of more than 48 shotguns, 2 M-16 rifles, 6 AK 47, 1 XL7C 30/06 rifle, 2 .45 cal pistols, 2 ¼ lbs explosives, assorted military uniforms, combat boots, assorted ammos, butts for shotgun and 4 cases for rifles were seized/confiscated.

Singian added that the joint police elements were consisted of the IG team under PSSupt Bernard Diaz, the SAF under PSupt Mario Balaguing and the lead team led by PSSupt Jose Mario Espino of CIDG, AOCD.

Singian said Pena was not present during the raid however, it was witnessed by other local officials of the barangay and was done in an orderly and peaceful manner.

Cases of violation of RA 8294 and PD 1866 will be filed against Magdaleno Peña y Montilla, the subject of the search warrant.

After almost ten (10) years of hiding, rape suspect Armando Garcia y Romerona fell into the hands of dedicated CIDG manhunters in Taytay, Rizal last April 18, PCS Francisco Uyami Jr, CIDG Director said.

In his report, PSSupt Felipe Natividad, CIDG regional chief based in San Fernando, La Union, said Garcia, who has been eluding arrest since he took by force and molested a 13-year old lass in Bauang, La Union, was arrested at his hideout in Sitio Simona, San Isidro, Taytay, Rizal. Together with operatives of the 1RCIDU, Taytay Police Office, Ilocos Sur and La Union CIDTs, the lead team Pangasinan CIDT cornered Garcia at around 9:45 in the evening in the remote sitio of Simona.

Natividad said the drive against wanted persons, especially like Garcia who is listed in the DILG Memo Circular with a PhP140,000 reward, has been his top priority since he assumed the post late in February.

Meanwhile, operatives of the Anti-Organized Crime Division, CIDG led by PSSupt Jose Mario Espino arrested Aurelio Bautista y Molina @ Amang along Doroteo Jose St, Sta Cruz, Manila last April 22, in an entrapment operation for selling fake seaman’s passbook.

Espino told Uyami that Bautista, 64 years old and resident of 746 Banal Street, Gagalangin, Tondo was arrested after selling twelve (12) pieces of fake Seafarer Identification and Record Book (SIRB) or popularly known as seaman’s passbook to a CIDG poseur buyer.

Espino added that the operation stemmed from a request for police action from Atty Nicasio Conti, OIC/Administrator of MARINA earlier complaining the proliferation of said seaman’s passbook believed to have been easily sold by unscrupulous persons in Metro Manila.

Espino said Bautista is facing charges for violation of Article 172 of the Revised Penal Code for Falsification of Private Individuals and Use of Falsified Documents.

The CIDG La Union led by PSI Nelson Cortez strikes again the suspected “JUETENG den” (Bolahan) in the area of Barangay Legleg, Bacnotan, La Union which ensued in the arrest of six (6) personnel (Rebisador and Kubrador) while in the act of revising jueteng paraphernalia. Also, members of said team was able to confiscate the cash bet money in different denominations amounting to One Hundred Five Thousand Eight Hundred Thirty Seven (Php. 105,837.00) as well as the confiscation of jueteng paraphernalia like, papelletos, ballpen, rubber stamp and one box or rubber band which can be used as evidence in filing case against the arrested suspects.

A case for violation of PD 1602 has been filed against Pedro Salazar, Analiza Mendoza, Aldrin Acosta, Joebert Asillio, Eric Manansala and Alexander Noble at the office of Provincial Prosecutor San Fernando City La Union Prosecutors Office before the sala of Associate Provincial Prosecutor Christian Gregory O Follosco with recommended bail of Twenty Thousand Pesos (Php20,000.) each.

The said operation is the result of intelligence gathering which exerted by the joint force of CIDG San Fernando, La Union and Bacnotan Police Station led by PSI Joy Alqueza with the support of RCIDU1 in compliance with the campaign of the CPNP and SILG to eradicate all forms of Illegal Gambling.

A total of 91 police operations have been conducted by the CIDG nationwide netting PhP622,760.00 cash bets from 277 collectors, bettors and financiers, said CIDG Director PCS Francisco A Uyami.

Banking on instructions from DILG Secretary Mar Roxas and CPNP DG Alan LM Purisima in early March this year, Uyami intensified CIDG’s Oplan Bolilyo in the most illegal gambling-prone areas. In a span of 23 days starting March 15 till April 8 (just last week), 68 cases have been filed before the different courts.

In Manila, raids on horse race bookies in Tondo and Tayuman, resulted in the arrest of Nonilon Avila, a table manager and twelve others. In the Visayas, Arnel Mahagay, manager of Swertres in Ormoc City and six (6) others were also arrested and charged in court.

Uyami added that as of April 1 to 8, he has rendered an executive summary report to Purisima stressing that “ a total of 38 police operations were conducted against illegal gambling and out which, 29 cases were filed and nine (9) cases were still pending investigation.”

Uyami also said in his report that in April 2013 alone, 128 persons were arrested and a total of PhP347,072.25 cash bets were confiscated.

CIDG has adopted a “no take policy” from gambling operators everywhere in the country and Uyami has steadfastly ordered his officers and men that a violation of this policy will be dealt with corresponding stringent sanction.

Camp Crame, Quezon City - Last November 12 ,2002 a loving father from Lupao Nueva Ecija was stabbed to death.

The victim was identified as LEO RAMOS y LANTANO, 31 years old, married, high school graduate and a mere tricycle driver. Based on the sworn statement of the complainant, Mrs. Marivel Ramos y Valdez( wife of the victim) heard a man shouting outside their house along the hi-way .She saw the commotion involving his husband Leo Ramos , his brothers and Roland Salazar . As a result Roland Salazar was physically hurt. Salazar went home and returned carrying a pointed bladed weapon and all of the sudden attacked and stabbed Leo Ramos in the chest and left arm causing his instantaneous death.

Several weeks ago, the case was referred to Police Chief Superintendent Francisco Uyami, Director of CIDG and was subsequently referred to the Chief of Detection and Special Operation Group (DSOD) headed by Police Senior Superintendent Harris R Fama. “ CIDG Oplan Pagtugis” composed of DSOD CIDG trackers team led by Police Superintendent Joel Q Quintero was immediately organized . The trackers team head and his men developed the case and made several coordination and employment of asset . After several days of information gathering there was a good tip on the location of the wanted person and immediately a daily surveillance and police operation was initiated.

After weeks of contenous police operation Roland Salazar, who work as construction worker in Quezon City, wanted person for 11 years was finally arrested in a house located at Roubles Street ,North Fairview, Quezon City by operatives of Criminal Investigation and Detection Group.

The arrest is based on Alias Warrant of arrest issued by Honorable Joselito Cruz Villarosa, Presiding Judge of Regional Trial Court 3rd Judicial Region, Branch 39, San Jose City, Lupao Nueva Ecija for a crime of Murder .

Police Chief Superintendent Francisco Uyami, the Director of Criminal Investigation and Detection Group and the relatives of the victim commended the CIDG operatives for a professional manhunt operation and a job well done.

An arms cache consisting of high powered weapons enough to be considered military hardware have been seized by a joint CIDG-RSOTG team from the residence of Marantao, Lanao del Sur Mayor Mohammad Ali Abohabinal over the weekend (March 30), said CIDG Director PCS Francisco Uyami.

“Our intensified campaign on our flagship project: OPLAN PAGLALANSAG OMEGA all over the country is our way of contributing to the PNP’s SAFE ELECTION 2013 and the raid through a search warrant on Abohabinal’s residence is purely a police work”, added Uyami.

PSupt Godfrey Convento, CIDG ARMM chief said the raid was conducted jointly with the RIU-ARMM, RSOTG-Lanao Sur and Task Force Ranao and was witnessed by Atty Alex Alamada and Dalidig Sumndad. “The raid was done in an orderly and peaceful manner,” Convented added.

Seized were one (1) cal. 7.62 (M60) machine gun, one (1) cal. 7.62 rifle (H&R), one (1) cal. 5.56 rifle (Colt), one (1) cal. 5.56 rifle (Elisco), one (1) cal. 45 pistol (Para Ordnance), one (1) cal .357 magnum revolver (S&W), one (1) cal.22 magnum rifle (Marlin), one (1) tripod for cal.50 machine gun, two (2) cal.50 gunner shields and various ammos for high powered firearms.

Hon Bernelito Fernandez, Executive Judge of Quezon City Regional Trial Court issued the search warrant on application of the CIDG team.

The arrested mayor was charged with violation of RA 8294 and the seized arms cache were brought to the custody of Task Force Ranao for safekeeping.

An escapee from the Bohol District Jail last May 17, 2012 has been arrested by a joint tracker team from the 7th and 10th RCIDUs in a remote place in Sitio Man Iso, Barangay Mandangao, Balingasag, Misamis Oriental, CIDG Acting Director PCSUPT FRANCISCO UYAMI JR said today.

The escapee, Exequiel Aniscal, is listed in the National/Regional Most Wanted Persons with a monetary reward of Php 170,000 for murder and robbery holdup crimes. He is known as a henchman of the dreaded Alferez robbery holdup group which operates in Metro Manila and the Visayas.

Armed with a warrant of arrest penned by Tagbilaran RTC Presiding Judge Andres Santos, the CIDG operatives pounced on Aniscal at his lair and seized from him two (2) caliber .45 pistols, one (1) .357 revolver and assorted ammunitions. Aniscal did not resist his arrestors.

Uyami said Aniscal’s capture was part of CIDG’s Flagship Project “OPLAN PAGTUGIS”, an intensive campaign against wanted persons on the roam, nationwide. He is considered as one of the trusted men of Diosdado Alferez alias Boy Picot.

Charges for violation of RA 8294 and COMELEC ELECTION CODE (Gun Ban) have been filed against Aniscal at the Misamis Oriental Provincial Prosecutor’s Office.

Considered a “cold case”, the murder of Camille April Manaclay, also known as Kim, whose butchered body was found at the vicinity of the South Luzon Expressway (SLEX) Calamba exit in Laguna, was finally solved by seasoned investigators led by PSSupt Pedro Austria, head of the CIDG Criminal Investigation and Detection Division.

Acting CIDG director, PCSuperintendent Francisco Uyami Jr, said a case for murder which is punishable under Article 248 of the Revised Penal Code, was filed against BYUNGHUK KIM, a Korean national, before the Manila City Prosecutor’s Office last February 13, 2013, docketed under IS no. 13B-01143.

Manaclay’s case has been dormant for almost 22 months, due to absence of witnesses, since her mutilated body was found at the exit toll gate in Calamba, Laguna last Apri 1, 2011. Manaclay, a guest relation officer, was last seen leaving Manila Bay Café in Ermita, Manila in the morning of March 31, 2011 boarding a taxi with a Korean national companion.

Head investigator PSSupt Austria told Uyami that his team of investigators gained headway when last January 31, 2013, a Korean national named Byunghuk Kim alias Nick, was detained at the Manila Police District for frustrated murder, serious illegal detention with rape and violation of RA 9165.

His complainant, a certain April Pactao, told PSSupt Austria in an interview at the Manila Police District that her Korean tormentor, after consuming drugs, abused her and wanted her dead and told her that “she will suffer the same fate as what he did to a lady whom he butchered and dumped somewhere in Laguna sometime ago.”

With dedication and nose for investigation, PSSupt Austria followed this revelation of Pactao and sought another involuntary witness in the person of Shirley Villanueva, who happened to be another victim of Byunghuk Kim. Villanueva told Austria the same story and treatment she suffered from the Korean.

Last February 11, 2013, PSSupt Austria called for a coordinating case conference with the Calamba City Police and the Manila Police where all documents related to the cases of the Korean were forwarded to CIDG, which now heads the follow-up investigation of the Manaclay gruesome murder, hence, two days after, the CIDG the prime investigating arm of the PNP, filed the murder case in Manila where Manaclay was last seen.
