Criminal Investigation and Detection Unit
1. References: Memo from Acting Director, CIDG dated May 9, 2011 re Mandated Functions of SODs.
2.This pertains to the requirements of the CIDG leadership to submit inputs on what ought to be the mandated functions of CIDU.
3.Pursuant to PNP General Orders Nr DPL 07-05, the mandate of the Criminal Investigation and Detection Unit (CIDU) shall perform as the investigation and prosecution arm of the CIDG in support to operations of its various Divisions. It shall also conduct investigation of heinous and sensational cases.
4.Based from the CIDU’s first mandate which is,
“xxx shall perform as the investigation arm of the CIDG… xxx”, the CIDU will be reactionary to all cases being referred for investigation or as directed by the CIDG hierarchy;
As to its second mandate,
“xxx shall perform in support to operations of its various Divisions… xxx”, the CIDD will also be reactionary upon the request of the Chiefs of CIDG SODs to provide investigative assistance for the successful prosecution of cases;
As to the third mandate,
“xxx It shall also conduct investigation of heinous and sensational cases…xxx”, the CIDU can act independently of walk-in complaints for as long as the case/s is/are in heinous and sensational categories;
Also, in the third mandate,
The CIDU can act preemptively by conducting operations against wanted persons, neutralization of organized and criminal gangs and accounting and confiscation of loose firearms provided it can help or lead eventually in the solution of heinous and sensational cases being investigated by the CIDU.
