Two (2) men involved in the carnapping and kidnapping incident in Gen. Trias City, Cavite were nabbed by joint operatives of the CIDG Cavite PFU, PIB, Cavite PPO, HPT Cavite, Cavite City PS, and Imus CPS during a follow-up police operation on January 22, 2020 (Wednesday) at 9:30 PM in Gen. Trias, Cavite.

The arrested persons were identified by PCOL AMANTE DARO, Regional Chief, CIDG RFU 4A as OMAR RIGARO y MAMAO and EDGARDO DEL ROSARIO y NAVARRO, both suspects in the kidnapping of Ronnie Bryan Palugan and Manuel Tolentino y Cristobal a.k.a. “Manny” and carnapping of a Toyota Hilux owned by Palugan last January 21, 2020 at Auto Zone Car Dealer, Imus, Cavite.

Reports submitted to PBGEN JOEL NAPOLEON M CORONEL, CIDG Acting Director stated that Rigaro was arrested in Le Rica Homes, Sitio Elang, Brgy San Fernando, Gen Trias, Cavite wherein confiscated from his possession were one (1) 12 gauge shotgun, three (3) rounds of ammunition, and a CIDG Shirt while Del Rosario was collared in Brgy 47, Galang St., Cavite City wherein a CIDG shirt was also recovered in his possession.

In his statement, Del Rosario claimed that he only acted as a lookout in the said crime and the one who shot Tolentino was MHADIE D MANGOTARA (mastermind) in a grassy portion of Brgy San Rafael 4, Noveleta, Cavite. This statement prompted the authorities to proceed in the said area and thereat they found a bloodstain and an empty shell of an unknown caliber. Police cordoned the area and contacted the Cavite SOCO Team to process the crime scene.

The suspects are also members of the “MANGOTARA Criminal Group” involved in Carnapping and Robbery/Hold-up activities operating in the areas of NCR and Cavite Province.

Arrested suspects were brought to CIDG Cavite PFU for documentation and proper disposition while continuous follow-up operation is being undertaken in coordination with the local police units to recover the victim. ###
