Over Php5 Million worth of COVID-19 Antigen Rapid Test Kits were seized while the business owner and his three (3) employees were arrested during an entrapment operation on Tuesdays, August 17, 2021 at around 12:50 PM at No. 4 Sta Clara St. Brgy Kapitolyo, Pasig, City.
The subject persons were identified as 55-year-old PAUL HENRY FERRAZ y BARRETO, President/Owner of Celltech Applied Sciences Inc; 34-year-old AGRIFINO LOZANTA, Marketing Officer; 23-year-old PAUL RYAN MATILLANO, Warehouse Man; and 27-year-old PATRICK HENRY CARO, Marketing Officer, who were arrested for unauthorized sale and distribution of rapid test kits.
The police operation was based on the information received by the CIDG Quezon City DFU that a group of individuals are selling via online and distributing unauthorized rapid test kits prompting them to immediately coordinate with 300th AISW-PAF to conduct verification to Food and Drug Administration (FDA) on the authority of the subject individuals to sell online and distribute COVID-19 Rapid Test Kits.
With the verification at hand that the subjects have no authority at all, the CIDG Quezon City DFU, 300th AISW-PAF, and Ortigas, Pasig Sub-Station 1 Police planned and executed the entrapment operation. A police poseur-buyer ordered through online one hundred thirty (130) small boxes of KUNSONG COVID-19 ANTIGEN RAPID TEST KITS (Colloidal Gold) each with 10 individual Kunsong Saliva Test Kit amounting to Php494,000.00. Once the payment was received by the subjects, arrest immediately took effect.
Also confiscated during the police operation are the following pieces of evidence:
- 20 mother boxes each containing 60 small boxes of KUNSONG COVID-19 ANTIGEN RAPID TEST KITS (Colloidal Gold) each containing 10 individual Kunsong Saliva Test Kit amounting to Php4,560.000.00 (discovered in plain view);
- One (1) delivery receipt under the name of Celltech Applied Sciences Inc with control number 0026 dated August 17, 2021 issued under the name of “Francis Malabute” amounting to Php494,000.00;
- Marked money incorporated with boodle money;
- One (1) Lenovo laptop;
- One (1) Inventory Book; and
- Company Identification Cards of the arrested suspects.
Allegedly, FERRAZ is the sub-leader of the “Christian Criminal Group (Pasig City Chapter)” involved in illegal online selling of unauthorized COVID-19 RT/PCR Test Kits.
Suspects will be facing charges for violation of RA 9711 (FDA Law) in relation to FDA Circular No. 2020-016.
PMGEN ALBERT IGNATIUS D FERRO, CIDG Director said that many unscrupulous individuals or groups are still taking advantage of the threat posed by the pandemic especially now that the whole nation is suffering from the rapid increase and escalation of COVID-19 Delta variant cases in the country. “Huwag po natin silang hayaan na maipagpatuloy ang kanilang pananamantala. Kung kayo po ay may alam o kung kayo po ay nabiktima ng ganitong ilegal na gawian, maaari po kayong makipag-ugnayan sa amin sa CIDG o sa inyong lokal na pulisya o LGU,” added CIDG Director.
