Two (2) separate buy-bust operations were conducted by the CIDG against unauthorized sellers/distributors of LPG products on September 2, 2021 (Thursday) in Leyte and Cebu.
A Chinese national and a Filipina identified as HAIFANG XU a.k.a. “Kevin Co” and JENNIFER COSTO were arrested by the CIDG CIDG RFU 8 and Hilongos Fire Station in coordination with DOE Central Visayas and Hilongos MPS at about 4:30 PM at K-ONE Star Dry Goods Trading, RV Villaflores St., Brgy Central Poblacion, Hilongos, Leyte, after selling three (3) boxes containing 100 Agila LPG-filled canisters without seal with an estimated value amounting to Php22,500.00 to a poseur-buyer.
Aside from the 3 boxes of LPG, authorities were able to also seize two (2) boxes containing 100 Agila LPG-filled canisters without seal, marked money, boodle money, and a copy of a non-official receipt.
Four (4) more boxes containing 100 Agila LPG-filled canisters without seal were voluntarily surrendered by the arrested persons.
Suspect HAIFANG XU, when asked for his Alien Certificate of Registration, failed to present the same or any other related documents.
“I already instructed our Regional Field Unit thereat to coordinate with the Bureau of Immigration (BI) on the status of the said Chinese national in terms of his stay and business here in the country,” said PMGEN ALBERT IGNATIUS D FERRO.
Meanwhile, in Sitio Kolo, Brgy Alegria, Cordova, Cebu, 34-year-old businessman JEROME SALGADOS y PACOMIOS was arrested by the CIDG Lapu-Lapu CFU in coordination with DOE7 and Cordova MPS, at around 10:45 PM after being caught in the act of trading/selling butanes canisters.
Ten (10) LPG-filled Butane canisters (subject of sale), an LPG-filled Shine Gas Cylinder Tank (50kgs), two (2) empty Phoenix Super LPG Cylinder Tanks (50kgs each), one (1) decanting device used for refilling butane canister, a weighing scale, two (2) crates containing forty (40) LPG-filled butane canisters, five (5) crates containing forty (40) empty butane canisters, eight (8) LPG-filled Solane Cylinder tanks (11kgs each), and buy-bust money were seized by the authorities from the possession and control of SALGADOS.
An estimated amount of over Php100,000.00 was recovered from the said police operations.
Separate cases for violation of BP 33 as amended by PD 1865 in relation to DOE Department Circular No. 2014-01-0001 (LPG Industry Rules) will be filed against the arrested persons.
“Isinasagawa po natin ang police operations na ito upang pigilan ang mga indibidwal o grupo na maipag-patuloy pa nila ang ganitong gawain nang walang kaukulang permiso o otorisasyon mula sa ating goberyerno partikular na ang DOE,” added PMGEN FERRO.
