Chinese Criminal Gang (CG) leader and 4 members were apprehended by the CIDG Southern DFU along with the PNP local units during an entrapment operation on September 16, 2021 (Thursday) in Tagaytay City.

The five foreign suspects, Zhili Wang (leader), Gang Wang, Jia Bao Bi, Jun Guan Lin, and Ling Jie Kong were caught in the act of receiving the marked money from the relative of their kidnap victim identified as Tanghai Xu.

The operation stemmed from the complaint lodged by the victim’s family who personally appeared to the said CIDG unit. Tanghai Xu, who accordingly was abducted by the group on August 30, 2021, after being invited to a restaurant in Binondo. The victim was brought to their safehouse in Tagaytay City where he was beaten up and detained for seven days. A ransom amount of Php4,000,000.00 was given to the group in exchange for the victim’s release, however, the suspects demanded an additional amount of Php2,000,000.00.

Recovered from the suspects' possession were two bundles of boodle money worth 2 Million, Firearms of different caliber, loaded magazines, two handcuffs, improvised electric shock, a cellular phone, fifteen plastic sachets believed to be Shabu weighing MOL 150 grams with a market value of 1.2 Million, and assorted drug paraphernalia.

CIDG Director PMGen Albert Ignatius D Ferro said that the criminal gang was tagged as the “WANG Group” reportedly involved in a series of kidnappings whose targets are wealthy Chinese nationals and Philippine POGO employees.

Separate cases for violations of RA 10591 (Comprehensive Firearm and Ammunition Regulation Act), RA 9165 (Comprehensive Dangerous Drugs Act), and RA 1084 (Kidnapping and Serious Illegal Detention) were filed before the Prosecutor Office of Tagaytay City against the said Criminal Gang.

“Coordination with the office of the Bureau of Immigration and Deportation (BID) is being made to verify the legality of their stay in the country, considering that all arrested foreigners failed to present any documents. Ang pamunuan ng CIDG ay di mag-aatubili na papanagutin ang mga may sala ano man ang kanila nasyonalidad” added PMGen Ferro.
