In relation to National Women's Month 2022 and as an intervention to resolve cases of rape and other Violence Against Women and Children (VAWC), operatives of Isabela PFU-CIDG RFU2 together with other law enforcement units conducted separate manhunt operations against two Top Most Wanted Persons in Isabela.

In the afternoon of March 8, 2022, Flaviano Baquiran y Dalupang III, the No. 4 Most Wanted Person in the City of Cauayan, was collared in Barangay Tagaran, Cauayan City, Isabela on the strength of a Warrant of Arrest for RAPE or the violation of Para.1(A) ART. 226-A of the RPC in relation to RA 7610.

Meanwhile, Vinler Taguinod y Quinones, the No. 5 Most Wanted Person in the Municipality of Tumauini, was nabbed in Barangay Aurora, Alicia, Isabela in the morning of March 9, 2022, also by virtue of Warrant of Arrest for two counts of the same violation.

Accordingly, the said MWPs with four others were accused of molesting and abusing a 14-year-old girl on different occasions in 2020 and 2021. After the relatives of the teenage girl learned about the incident, they immediately reported to Tumauino PNP office and sought their assistance.

Both accused were identified members of "RUIZ GROUP" led by a certain Jerome Ruiz engaged in robbery and cattle rustling activities in the 1st and 2nd Districts of Isabela province.

In his statement, PBGEN ELISEO DC CRUZ, the CIDG Director said, “The CIDG reechoes its commitment of fighting and eradicating violence against women and children, not only during the International Women’s Day but also in its desire to protect and promote the welfare of women and children.”

“The CIDG operatives are both your arms and voices against sexual violence. We will never allow these transgressions to be normalized and justified. With the arrest of these sex offenders, we fervently hope that justice will finally be delivered to the ill-fated victims,” added CIDG Chief.
