Detectives of the CIDG Kalinga/Apayao Field Unit and Kalinga PPO have filed administrative and criminal cases against LEON LAMMAWEN BAYDON, the incumbent Barangay Chairman of Buscalan, Tinglayan, Kalinga.

The administrative case for Grave Misconduct was filed before the Office of The Deputy Ombudsman for Luzon on May 20, 2022, while the criminal case for violation of PD 1829 (Obstruction of Justice) was filed before the Provincial Prosecutors Office, Justice Hall Bulanao, Tabuk City on May 23, 2022, docketed under NPS 11-10-INV-22E-00045.

Accordingly, on April 25, 2022, members of the PNP Regional Mobile Force Battalion 1502nd Maneuver Company arrested five individuals for violations of RA 9165, RA 10591 and COMELEC Gun while in the act of cultivating Marijuana during the police operation along the mountainous area of Buscalan, Tinglayan, Kalinga.

However, when the troops and arrested persons were on their way towards Centro Buscalan, Tinglayan, Kalinga, they were blocked by Brgy Chairman Baydon along with more or less 150 local residents, all armed with bolos and forcibly took the five arrested individuals.

The filing of these cases against Baydon is proof that the CIDG does not choose to whom the law should be enforced. Whatever their status, position, or affinity to whomever, the CIDG will make them accountable for their crimes.
