A 50-year-old Barangay Chairman and three (3) of his Kagawad, all involved in the SAP anomaly were arrested by detectives of the CIDG Western Samar along with the local PNP units early morning of May 27, 2022 (Friday) in Brgy Malobago, Jiabong, Samar.

The CIDG named the accused as GILBERT GODIN LABENDIA, CORAZON HABINAL LABRAGUE, 68; OSCAR PASIOS GODIN, 52; and NOEMI JABONERO ROMANO, 38, who were arrested by virtue of a Warrant of Arrest issued by Hon. Cicero Tuazon Lampasa, the Acting Presiding Judge of RTC Br. 27, Catbalogan City, Samar for Anti-Graft and Corruption Practices Act (RA 3019).

It was in June of 2020 when the same CIDG Provincial Unit investigated the irregularities in the distribution of cash assistance under the Social Amelioration Program perpetrated by the said officials of Brgy Malabago. Based on the information they received from a concerned citizen, Labendia and his 3 Kagawad were involved in the splitting of cash assistance received by SAP beneficiaries.

The accused Brgy Chairman is also said to be the leader of “Villalinda Group” engaged in Scam, Estafa and other fraudulent acts in Western Samar wherein his co-accused are the members.

With the diligence and efficiency exerted by detectives of the CIDG in investigating the anomalies in the SAP distribution, the public has seen a glimpse of justice for the unrightfully things done to them by those whom they trust to aid them in trying times.
