Detectives of CIDG Mandaue CFU and RIU7 in coordination with Cebu CPO arrested four (4) alleged fixers during an entrapment operation on Friday afternoon (August 19, 2022 at around 2:45 PM) in LTO Office 7, N. Bacalso Avenue, Cebu City.

JOSEPH ARNIDO CUALBAR, 32; RAUL JAYMA YUMAN, 52; RENATO ARNIDO CUALBAR, 47; and MARIO ESPANOLA MANGUBAT JR., 40 were nabbed who, based on the complaint lodged by LTO7 are standby fixers/scammers in the periphery of the said office and deviously duping motorist or clients into their fixing or scamming modus.

Recovered by the police from the arrested persons’ possession and control were the marked money and LTO documents believed to be used in their modus.

A complaint for violation of Sec 12 in relation to Sec 4(g) of RA 9485 (Anti-Red Tape Act of 2007) was filed before the Cebu City Prosecutor’s Office, Place of Justice, Capitol Compound, Cebu City with Docket No. VII-09-E-INQ-22H-05300 on August 22, 2022.

The Government is already taking measures to speed up and improve its public service, so patronizing fixers is no longer necessary.”
